HR MANAGER (MANCO LEVEL)

Location: Windhoek
Reporting to: Managing Director

We are seeking a mature, fair, and resilient HR Manager to join our Management Committee (MANCO) and lead the Human Resources function within a fast-paced, unionised operational environment.

This role requires a hands-on HR professional with strong Industrial Relations (IR) expertise, solid payroll experience, and the ability to partner closely with Operations while maintaining a balanced, ethical, and people-centred approach.

Key Responsibilities

  • Lead and manage the full HR function across the business
  • Act as a strategic partner to Operations and Executive Management
  • Drive and manage all Industrial Relations processes, including:
    • Disciplinary hearings
    • Grievances
    • CCMA / Labour Commissioner cases
    • Union engagement and negotiations
  • Ensure all IR matters are handled fairly, consistently, and in line with both company policy and employee rights
  • Review, update, and implement HR policies to ensure compliance, relevance, and practical application in operations
  • Oversee and manage the payroll function, ensuring accuracy, compliance, and governance
  • Personally manage and capture payroll for MANCO, while overseeing Payroll Administrators
  • Manage and develop Payroll Administrators and HR team members
  • Ensure compliance with labour legislation and internal policies
  • Support organisational change, restructuring, and workforce planning initiatives
  • Drive employee engagement, performance management, and culture alignment
  • Initiate and build succession planning frameworks to identify and develop future talent within the business
  • Provide HR reporting and insights at MANCO level

Minimum Requirements

  • Bachelor's Degree in Human Resources or related field
  • Minimum 5+ years' HR Management experience
  • Extensive Industrial Relations experience is essential
  • Proven experience working in a highly unionised environment
  • Strong experience in payroll processing and oversight
  • Experience operating at a management / MANCO level
  • Solid understanding of labour legislation and compliance requirements
