Facility Management Manager – Advisory & Operations

Key purpose

To lead and deliver strategic Facility Management (FM) advisory services and senior-level operational oversight across complex asset portfolios, with demonstrated expertise in both Hard and Soft FM services. The role focuses on FM strategy, governance, performance optimization, and client advisory, while ensuring integrated and compliant FM service delivery aligned with agreed outcomes.

Key accountabilities

This role is intended for a senior FM professional with an advisory and consulting background, capable of operating beyond traditional FM operations. The role requires deep understanding and experience in both Hard and Soft FM services, combined with the ability to assess, design, advise, govern, and optimize FM operating models, while maintaining senior oversight of service delivery, commercial performance, and compliance.

  • Lead the development of FM strategies, operating models, and transformation roadmaps covering both Hard and Soft FM services.
  • Conduct current state assessments, gap analyses, and FM maturity assessments across integrated Hard and Soft FM functions.
  • Provide advisory support on in-house vs outsourced models, Integrated FM (IFM), and performance-based and outcome-driven contracts for Hard and Soft services.
  • Establish, review, and standardize FM governance frameworks, policies, standards, SOPs, and service catalogs for Hard and Soft FM services.
  • Provide senior-level oversight of Hard and Soft FM operations to ensure compliance with SLAs, KPIs, statutory requirements, and contractual obligations.
  • Lead or support FM RFP development, technical scopes, service specifications, evaluation frameworks, and contract negotiations for Hard and Soft FM services.
  • Advise on asset lifecycle planning, preventative and reactive maintenance strategies, and CAPEX/OPEX optimization.
  • Act as a trusted advisor to senior clients and executive stakeholders, translating technical FM insights into strategic recommendations.
  • Drive performance management through integrated FM dashboards, analytics, and reporting frameworks.
  • Support the implementation and optimization of CAFM / CMMS / IWMS platforms across Hard and Soft services.
  • Ensure compliance with HSE, statutory, and regulatory requirements, and support audits, certifications, and assurance reviews.

Essential technical and professional skills, knowledge and qualifications

Experience & Knowledge

  • Minimum 10 years of experience in Facility Management, with proven experience across both Hard and Soft FM services.
  • Demonstrated FM advisory or consulting experience, beyond purely operational roles.
  • Strong knowledge of Hard FM (e.g., MEP, HVAC, BMS, civil, lifecycle maintenance, statutory compliance).
  • Strong knowledge of Soft FM (e.g., cleaning, security, waste management, landscaping, front-of-house, pest control).
  • Proven experience in FM strategy development, governance, performance management, and commercial advisory.
  • Experience working with government, semi-government, large corporates, or complex asset portfolios.
  • Strong understanding of FM procurement, contracts, SLAs, KPIs, and performance-based service models.
  • Working knowledge of digital FM systems (CAFM, CMMS, IWMS).

Qualifications

  • Bachelors degree in Engineering, Facilities Management, Architecture, or related discipline.
  • Professional certifications preferred (e.g., IFMA, RICS, PMP, PMO certifications).
  • Exposure to ISO 41001 (Facility Management) and ISO 55000 (Asset Management) is an advantage.
