Deputy General Manager (Group Finance)

 Job Description:

Role Summary

The Deputy General Manager (Group Finance) is responsible for overseeing the full spectrum of the Group’s financial operations. This role acts as a strategic partner to the GCFO, bridging the gap between high-level management (PMC-style oversight) and detailed financial control. The primary mandate includes leading financial reporting, tax compliance, treasury management, budgeting, forecasting, and process automation, while ensuring robust ESG and risk management compliance.


Key Responsibilities

1. Financial Reporting & Management Oversight

  • Review and approve monthly investment holdings and group reporting in accordance with MFRS.
  • Oversee quarterly and annual consolidation reports (including Bursa announcements & Board papers) ensuring full compliance with MFRS and Bursa requirements.
  • Present financial analysis for investment holding companies to support management decision-making.
  • Liaise with external auditors to ensure timely clearance of audit issues.

2. Budgeting, Forecasting, & Cash Flow Management

  • Budgeting: Lead the annual budgeting process across all business units, consolidating inputs to ensure alignment with the Group’s strategic goals.
  • Forecasting: Develop and implement rolling quarterly/monthly forecasts to predict revenue, costs, and profitability, identifying risks and opportunities against the budget.
  • Cash Flow Projections: Prepare and present short-term (weekly/monthly) and long-term (annual) cash flow projections to ensure sufficient liquidity for operational and investment needs.

3. Treasury & Funding Management

  • Treasury Operations: Oversee the Group’s daily treasury functions, including bank account management, inter-company loans, and interest rate risk management.
  • Funding Strategy: Identify, negotiate, and secure optimal funding sources (debt/equity) to support capital expenditures and working capital requirements.
  • Banking Relationships: Maintain strong relationships with financial institutions to secure competitive facilities (Overdrafts, Term Loans, Trade Facilities).

4. Payment Processing & Operational Finance

  • Approval Workflow: Establish and enforce the Limits of Authority (LOA) for payment processing, ensuring all disbursements (vendor payments, payroll, statutory obligations) are properly authorized.
  • Process Integrity: Oversee the end-to-end Accounts Payable (AP) cycle, ensuring timely and accurate payment runs while maintaining segregation of duties.
  • System Automation: Propose and support the enhancement of automated payment systems (e-banking/ERP integration) to reduce manual intervention and fraud risk.

5. Tax Compliance & Planning

  • Oversee all tax matters including Corporate Tax, SST, RPGT, Withholding Tax, and Transfer Pricing for investment holding companies.
  • Provide tax updates/key changes for all business units.
  • Propose and execute tax planning strategies to optimize the Group’s tax position.
  • Manage tax audits/investigations and liaise with tax agents.

6. ESG, Risk Management & Internal Control

  • Review quarterly ESG reports and policies.
  • Review quarterly and annual Related Party Transactions (RPT), Recurrent Related Party Transactions (RRPT), Group Risk, and Divisional Risk reports.
  • Coordinate with Internal Auditors on internal audit reports and follow up on remediation plans.

7. Process Improvement & Governance

  • Propose process improvements and best practices for the finance function.
  • Propose and support system enhancement and automation processes (e.g., ERP upgrades).
  • Ensure consistency of policies and procedures across all divisions.
  • Review and update the Limits of Authority (LOA) to maintain internal control.

8. Leadership & Talent Development

  • Lead, mentor, and develop finance staff (including the AP/Treasury/Reporting teams).
  • Drive a performance culture and accountability within the Group Finance department.

9. Special Projects

  • Undertake special projects, assignments, and initiatives as directed by the GCFO.
  • Support urgent regulatory, operational, or corporate requirements as needed.


Qualifications & Requirements

  • Professional qualification (ACCA, CPA, ICAEW, CIMA) and/or a Bachelor’s Degree in Finance/Accounting.
  • Minimum 10-12 years of progressive experience in finance, with at least 5 years in a senior managerial role (Senior Manager/Associate Director). Experience in a listed company or a Group Finance function is mandatory.
  • Deep expertise in MFRS, Bursa Listing Requirements, and tax regulations (Corporate Tax, SST, Transfer Pricing).
  • Advanced proficiency in cash flow modeling, treasury management systems, and budgeting software.
  • Experience with ERP systems (e.g., SAP, Oracle, Dynamics 365) and payment automation.
  • Strong analytical and problem-solving skills (the "PMC" mindset: overseeing rather than just doing).
  • Excellent stakeholder management (liaising with auditors, tax agents, banks, and internal divisions).
  • Proven leadership ability to mentor and develop teams.
