Job Title: Human Resources Manager
Location: Namibia (Windhoek / Regional)
Reports to: Managing Director
1. Core Purpose
To lead the HR function by aligning people strategy with business objectives while ensuring strict adherence to Namibian labour laws. The incumbent will be responsible for the full employee lifecycle, from strategic workforce planning and Affirmative Action reporting to industrial relations and performance management.
2. Key Responsibilities
A. Compliance & Industrial Relations
- Labour Act Adherence: Ensure all contracts, disciplinary procedures, and terminations strictly follow the Labour Act 11 of 2007.
- Dispute Resolution: Represent the company at the Office of the Labour Commissioner for conciliation and arbitration cases.
- Union Relations: Manage relationships with trade unions, lead collective bargaining sessions, and ensure compliance with Recognition Agreements.
- Policy Development: Draft and update internal HR manuals to reflect 2026 statutory updates regarding leave (maternity, sick, and annual) and overtime.
B. Affirmative Action (AA) & Employment Equity
- EEC Reporting: Act as the lead for the Employment Equity Commission (EEC). Prepare and submit annual Affirmative Action reports.
- AA Planning: Develop and monitor 3-year Affirmative Action plans to ensure "designated groups" (racially disadvantaged persons, women, and persons with disabilities) are equitably represented.
- Compliance Certificates: Ensure the company maintains a valid Affirmative Action
C. Talent Acquisition & Immigration
- Local Recruitment: Prioritize Namibian citizens in line with local content requirements.
D. Compensation & Statutory Benefits
- Payroll Oversight: Ensure accurate monthly deductions for Social Security (SSC) (currently capped at N$99 each for employer/employee as of 2026) and PAYE.
- VET Levy: Manage the Vocational Education and Training (VET) Levy compliance and claim back training grants where applicable.
3. Requirements & Qualifications
Education
- Minimum: Bachelors Degree in Human Resources Management, Industrial Psychology, or Bachelor of Laws (LLB) with an HR focus.
- Preferred: Honours or Masters degree in HR or Business Administration (MBA).
Experience
- Years: 5–8 years of progressive HR experience, with at least 3 years in a management role within Namibia.
- Expertise: Proven track record in handling Labour Court matters and successfully submitting AA Reports.
Technical Skills & Knowledge
- Legal Mastery: In-depth knowledge of the Namibian Constitution (Article 10 & 23), Labour Act 11 of 2007, and Affirmative Action Act 29 of 1998.
- HRIS: Proficiency in HR software (e.g., VIP Sage, BambooHR, or Namibian-specific payroll systems).
- Analytics: Ability to report on HR KPIs such as turnover rates, cost-per-hire, and AA target progression.
