Role purpose:
The Construction HSE Coordinator is responsible for overseeing the health, safety, environment, and community aspects of a critical construction project throughout its execution phase. The role ensures that all construction and commissioning works are conducted in a safe, compliant, and environmentally responsible manner, meeting HSEC policies, project timelines, and quality expectations. The coordinator will play a proactive role in integrating HSEC into all phases of project delivery, supporting safe work planning, field execution, risk management, and continuous improvement in construction safety culture.

Contract length: 20 months

Responsibilities:
- Promote a strong safety culture across construction sites through regular engagement, coaching, and clear communication
- Ensure all construction and commissioning activities comply with HSEC policies, Mongolian regulations, and applicable standards
- Lead and conduct risk assessments, hazard identification, and support contractors in developing safe work practices (e.g., JHAs, SWPs)
- Monitor contractors implementation of Safety Programs. (CRM, Safety Maturity, Leadership in the field, Hand injury prevention, Line of Fire, Green Hat)
- Conduct HSE Induction
- Coordinate with the Contractor to ensure implementation of safety-related actions raised by other teams, including those from Safety Inspections and Critical Risk Management (CRM) reviews
- Ensure compliance with Incident and Action Management procedures
- Coordinate HSE-specific toolbox talks, pre-start meetings, and safety workshops
- Participate in daily POD (Plan of the Day), pre-start and weekly meetings to communicate HSE priorities and updates
- Facilitate Contractor Monthly Safety Meeting
- Facilitate Contractor Quarterly CRM Stop
- Attend the Project Kick-off Meeting organized by the Project Lead and gather all necessary project-related information
- Verify the following documents and readiness prior to construction

Job requirements:
- Undergraduate or equivalent or higher education obtained through degrees or diplomas from academic college or universities
- Degree in HSE, Engineering, Construction Management, or related field
- HSE Certifications or equivalent
- Training in first aid, working at heights, confined spaces, etc
- At least 3 years experience in construction HSE roles, preferably in mining or construction projects
- Hands-on experience with HSE plans, audits, risk assessments, and compliance monitoring
- Knowledge of ISO 45001, ISO 14001, and local safety regulations
