Capital Projects & Facilities Planning Manager

Job Responsibilities

1. Develop and maintain the campus facilities master plan, including space planning, asset lifecycle, and capital renewal strategies.
2. Plan, budget, procure, and deliver capital projects and major renovations in line with school priorities.
3. Prepare project scopes, cost estimates, BOQs, budgets, and tender documents; evaluate bids and recommend contractor selection.
4. Manage project scope, schedule, budget, quality, safety, and risk to ensure successful project delivery.
5. Coordinate consultants, contractors, and internal stakeholders throughout the project lifecycle.
6. Monitor construction progress, contract administration, variations, and project costs.
7. Ensure compliance with drawings, specifications, regulatory requirements, and school standards.
8. Lead project closeout activities, including testing & commissioning, defect resolution, as-built documentation, O&M manuals, and final handover.
9. Prepare and present project plans, progress reports, budget updates, risk registers, and other project documentation.

Job Requirements

• Bachelor's degree in Architecture, Civil Engineering, Construction Management, Quantity Surveying, Project Management, or a related field.
• Minimum 10 years of experience in capital project delivery, construction project management, facilities planning, or building renovations.
• At least 5 years of experience independently managing multiple construction or renovation projects.
• Proven experience managing consultants, contractors, procurement, contracts, budgets, and project schedules.
• Experience delivering projects in operational environments (e.g., education, healthcare, hospitality, or corporate campuses) is preferred.
• Strong knowledge of project management, construction contracts, cost control, risk management, and health & safety practices.
• Excellent planning, communication, stakeholder management, and problem-solving skills.
• Professional certifications (e.g., PMP, CFM, FMP, MRICS/RICS, LEED AP or equivalent) and a Master's degree are advantageous.
