Job Summary

The Procurement Officer oversees the end-to-end procurement of pharmaceuticals, consumables, and medical equipment, ensuring timely, cost-effective, and compliant purchasing according to GDP/GMP and healthcare regulations.

Key Responsibilities

1. Supplier & Vendor Management

  • Identify and evaluate reliable suppliers.

  • Maintain strong vendor relationships and conduct periodic performance assessments.

  • Ensure all vendors adhere to quality and compliance standards.

2. Sourcing, Negotiation & Contracting

  • Conduct market research to identify competitive pricing and new vendors.

  • Request and analyze supplier quotations.

  • Negotiate pricing, contracts, and delivery timelines to achieve cost efficiency.

3. Procurement & Order Management

  • Process purchase requisitions and raise purchase orders.

  • Track and follow up on orders to ensure timely delivery.

  • Resolve discrepancies related to deliveries or invoices.

4. Inventory & Stock Control

  • Monitor stock levels and maintain reorder thresholds.

  • Support periodic stock counts and reconciliations.

  • Identify expired, slow-moving, or obsolete inventory.

5. Compliance & Documentation

  • Ensure all purchasing activities follow GDP/GMP and regulatory requirements.

  • Maintain proper documentation for audit trails.

  • Keep updated records of contracts, POs, invoices, and receipts.

6. Quality Assurance Support

  • Verify that all delivered items meet required quality, packaging, and storage standards.

  • Work with pharmacists and QA staff to address quality concerns.

7. Budgeting & Reporting

  • Assist in preparing the procurement budget and forecasts.

  • Track expenses and provide periodic procurement reports to management.

Key Performance Indicators (KPIs)

1. Cost Efficiency & Savings

  • Achieve 510% annual cost savings through effective sourcing and negotiation.

  • Maintain at least 95% supplier price compliance with agreed contract terms.

2. Timeliness & Delivery Performance

  • Ensure 98% on-time delivery of pharmaceuticals and consumables.

  • Reduce procurement cycle time to 35 business days from requisition to delivery.

3. Inventory & Stock Accuracy

  • Maintain 95100% stock accuracy during monthly stock reconciliations.

  • Keep stockout rate below 2% monthly for fast-moving and critical items.

  • Reduce expired/obsolete stock to less than 1% of inventory value.

4. Supplier Performance & Compliance

  • Ensure 100% compliance with GDP/GMP procurement standards.

  • Achieve 90%+ supplier performance rating based on quality, pricing, and service.

5. Documentation & Audit Readiness

  • Maintain 100% completeness of procurement documents for audit purposes.

  • Achieve zero audit non-compliance related to procurement processes.

6. Budget Adherence

  • Maintain procurement spending within approved budget limits.

  • Provide accurate and timely monthly procurement reports.


Qualifications & Requirements

  • B.Sc./HND in Supply Chain Management, Pharmacy, Business Administration, or a related field.

  • 2-4 years of experience in healthcare/pharmaceutical procurement.

  • Strong understanding of GDP/GMP and pharmaceutical supply chain processes.

  • Proficiency in MS Office and inventory management software.

  • Strong negotiation, communication, and analytical skills.

  • Detail-oriented, organized, and able to work under pressure.
