EOTSS is seeking to hire a contract Technical Recruiter to support the identification, engagement, and hiring of highly qualified technology professionals across the Commonwealth's enterprise IT organization. This role will partner closely with hiring managers and internal stakeholders to manage the full recruitment lifecycle for both full-time and contract-based technology roles. The technical recruiter will play a key role in building strong candidate pipelines, sourcing specialized technical talent, and ensuring a smooth and efficient recruitment process. This individual will serve as a trusted partner to managers, helping to define role requirements, develop sourcing strategies, and guide stakeholders through the hiring process. This position requires strong organizational skills, proactive communication, and the ability to manage multiple requisitions simultaneously while maintaining a high level of candidate experience and stakeholder engagement.
This is a full-time contract-based employment opportunity. The primary work location for this role is One Ashburton Place, Boston, Massachusetts 02108. The work schedule for this position is Monday through Friday, 9:00 AM to 5:00 PM EST. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.
Responsibilities:
Independently manage a requisition load of full-time and contract openings across a range of technical disciplines.
Conduct intake conversations with hiring managers to define job requirements, core competencies, and desired candidate profiles, while guiding stakeholders through the full-cycle recruitment process.
Develop and execute sourcing strategies to identify qualified candidates through multiple channels including LinkedIn Recruiter, job boards, professional networks, and recruiting events.
Review and understand technical job requirements and collaborate with hiring managers to refine job descriptions for clarity, accessibility, and search engine optimization.
Proactively identify and engage passive candidates through direct outreach and networking.
Screen resumes and conducts phone interviews to evaluate candidate qualifications, experience, and alignment with role requirements.
Present qualified candidates and provide hiring managers with insights and recommendations to support hiring decisions.
Serve as the primary point of contact for candidates and hiring managers throughout the recruitment process, ensuring timely communication and a positive candidate experience.
Coordinate and facilitate interview scheduling and candidate feedback collection to support efficient hiring timelines.
Maintain accurate documentation of recruitment activity and candidate status within applicant tracking systems and internal reporting tools.
Represent the organization at career fairs, industry events, and networking functions to build talent pipelines, promote employer brand, and engage with prospective candidates.
Provide updates to hiring managers and internal stakeholders regarding recruitment progress, challenges, and candidate pipeline status.
Partner with HR and internal teams to ensure compliance with applicable hiring policies, procedures, and public sector recruitment guidelines.
Contribute to ongoing efforts to improve recruitment processes, candidate experience, and sourcing strategies across EOTSS.
Support workforce planning initiatives by identifying talent trends, skill gaps, and opportunities to strengthen recruitment pipelines for critical technical roles.
Requirements:
One (1) to three (3) plus years of full-cycle recruitment experience, preferably supporting technical or technology-focused roles.
Familiarity with sourcing technical talent including software developers, IT infrastructure specialists, cybersecurity professionals, and other technology roles.
Ability to prioritize, shift priorities as needed and meet deadlines in a fast-paced environment while managing multiple requisitions simultaneously.
Strong relationship-building skills with the ability to effectively engage stakeholders at varying levels of the organization.
Proven stakeholder management abilities, including the ability to keep hiring managers and internal partners informed throughout the recruitment process.
Excellent oral and written communication skills with the ability to present information clearly and effectively.
Strong attention to detail and organizational skills with the ability to manage multiple tasks concurrently.
Ability to maintain confidentiality and exercise sound judgment when handling sensitive information.
Proven problem-solving abilities with the ability to think creatively and adapt to changing recruitment needs.
Demonstrated customer service orientation with a commitment to providing positive experience for candidates and hiring managers.
