Sr. Project Manager – Richmond, VA (Hybrid)
6-month contract - with possible extension
The Senior PM will be responsible for planning and implementing the Revenue Life Cycle replacement system. This is a high-risk, complex project with multiple workstreams. The candidate will manage vendor and internal staff activities. This role requires a seasoned PM who is willing to get involved in the day-to-day execution of the project.
- Coordinate vendors and consultants, and department IT and business staff
- Perform standard project management tasks such as tracking budget and expenditures, developing and tracking the schedule, identifying and mitigating risks, managing vendors, and supervising team members' work
- Develop and present presentations to senior leadership
- Oversee and manage the execution and/or coordination of day-to-day project activities
- Manage working relationships with key stakeholders, including executive management, business management, vendors, project sponsors, suppliers, and technology management.
- Collaborate with external (vendor / Suppliers) and internal technology leads and solution architects to incorporate agency best practices into project plans.
- Drive consistent project delivery through the entire project lifecycle, including execution of procurements, definition of project plans, resource allocation, management of project risks, scope, and schedule, delivery of value, and well-ordered transitions to operations.
- Monitor progress from third-party vendors and define and measure it with metrics.
- Adhere to department and Lead project management practices and governance requirements.
- Facilitate resolution of technical and non-technical risks and issues
- Leads and coordinates the scoping, technical requirements gathering, estimating, and planning for single or multiple work-streams
Qualifications
- Strong analytical, organizational, problem-solving, and decision-making skills
- Ability to lead others to implement new approaches, systems, structure, and methods.
- Solid understanding of software development life cycle models.
- Ability to understand technology at a level to help represent the project team in multiple forums
- Strong experience leading business & IT resources through the discovery/documentation of business
- Exceptional knowledge of both Agile and Waterfall project management principles and practices.
- Active PMP Certification from PMI
- Ability to run SCRUM, Kanban, or waterfall project management best practices.
- Experience in leading a large program and multiple workstreams
- Experience in working with vendors and implementing vendor solutions
- Strong experience in developing, executing, and managing cloud-based SaaS implementation projects.
- Experience with Data Modernization & Enterprise Data Warehouse
- Experience with High Category Project Management
- Experience managing complex initiatives that may involve RFI, RFP, RFQ, etc.
- Experience in managing projects to build, replace, and implement Financial Management Systems.
