About the job Senior Executive, RBS Operations (IFM) (Residence Based Services, Jelapang)
We are seeking a passionate and resourceful Senior Executive, Operations to join our Residential Based Services (RBS) team.
In this role, you will support the Deputy Head of SLR and work closely with the Head of RBS Facilities Management (IFM) to ensure integrated, efficient, and data-driven operations across the site.
You will play a key role in implementing IFM practices, overseeing service delivery across multiple functions, and ensuring optimal use of systems, vendors, and resources to deliver a safe and high-quality environment for residents and staff.
Key Responsibilities
1. Integrated Operations & Service Delivery
- Oversee day-to-day operations across integrated services including housekeeping, security, laundry, kitchen, and facilities management.
- Ensure services are delivered in a coordinated and standardised manner in line with IFM frameworks and SOPs.
- Identify opportunities to improve efficiency, reduce duplication, and optimise workflows across services.
2. Vendor & Contract Performance Management
- Manage and coordinate vendors and contractors in collaboration with HQ.
- Track and review vendor performance against SLAs, KPIs, and contract deliverables.
- Support initiatives to aggregate services, improve cost efficiency, and enhance service quality under IFM.
3. CMMS / Systems & Data Management
- Support implementation and utilisation of CMMS (e.g. CAMS/eCAMS) for work orders, asset tracking, and maintenance planning.
- Ensure timely and accurate data entry, reporting, and dashboard tracking.
- Use data insights to identify trends, improve asset reliability, and support decision-making.
4. Financial & Procurement Oversight
- Manage procurement processes including quotations, purchase requests, and invoice tracking.
- Monitor and track operational budgets, ensuring cost discipline and transparency.
- Support cost optimisation initiatives in line with IFM strategies.
5. Asset & Facilities Lifecycle Management
- Oversee maintenance of building systems and equipment.
- Support preventive and lifecycle maintenance planning in coordination with the FM team.
- Ensure compliance with regulatory and safety requirements (e.g. SCDF, NEA, MOH where applicable).
6. Safety, Compliance & Emergency Preparedness
- Ensure compliance with safety standards, including fire safety and CERT readiness.
- Coordinate emergency drills and ensure operational readiness.
- Support audits, inspections, and regulatory submissions.
7. Stakeholder & Site Coordination
- Act as a key liaison between site operations, HQ teams, and vendors.
- Support audits, surveys, and reporting requirements.
- Work collaboratively across teams to ensure seamless service delivery under the IFM model.
8. Team Supervision & Capability Building
- Supervise operations support staff and ensure adherence to SOPs and service standards.
- Support training initiatives, including CMMS and IFM-related competencies.
Requirements
- A recognised Bachelor's Degree.
- Proven experience in operations or facilities management, preferably in healthcare or eldercare.
- Experience working with integrated services or multi-vendor environments will be an advantage.
- Familiarity with CMMS systems (e.g. CAMS/eCAMS) is preferred.
- Strong analytical, organisational, and problem-solving skills.
- Ability to work independently while aligning with a centralised IFM structure.
- Good interpersonal and stakeholder management skills.
