About the role:
To define, govern, and evolve St Luke's ElderCare's (SLEC) enterprise-wide IT architecture to ensure alignment with organisational goals, regulatory requirements, and long-term sustainability. The role bridges business strategy, clinical and operational workflows, data, and technology, delivering a coherent target architecture that supports integrated eldercare services across residential, community, centre-based, and home-based care.
Key responsibilities:
As an Enterprise Architect, you will play a critical role in shaping and evolving SLEC's IT landscape to support integrated eldercare services and organisational growth.
1. Business & Domain Architecture
- Analyse SLEC's end-to-end eldercare value chain (Referral Assessment Care Planning Service Delivery Billing) to define enterprise capabilities and system dependencies
- Partner with business, clinical, finance, and operations leaders to ensure IT architecture aligns with organisational objectives and service models
- Identify gaps, redundancies, and opportunities for standardisation across applications and workflows
2. Data & Information Architecture
- Define and maintain a holistic data architecture covering master data management (MDM), data integration, and single source of truth principles
- Ensure compliance with Singapore PDPA and healthcare data protection requirements in system and data design
- Enable business intelligence and analytics for clinical outcomes, financial reporting, and operational dashboards (e.g., Power BI, Jet Reports)
3. Application Architecture
- Rationalise and standardise the application landscape across SLEC business domains and custom portals
- Design integrated architectures across finance, billing, and operational systems to reduce duplication and manual workarounds
- Provide architectural oversight for custom application development across departments
4. Technology & Infrastructure Architecture
- Define a cloud-first target architecture to improve resilience, scalability, and security
- Evaluate network and infrastructure resilience across all eldercare centres to support high availability for critical clinical and billing systems
- Guide technology choices across Microsoft platforms (M365, Azure, Business Central) and relevant third-party systems
5. Integration & Interoperability
- Design interoperable architectures to support data exchange with national platforms such as NEHR and AIC systems
- Ensure clear, end-to-end data flows from pricing and subvention logic through billing, reporting, and reconciliation
6. Architecture Governance & Assurance
- Develop and maintain enterprise architecture standards, principles, and reference architectures
- Contribute to IT standards, security policies, and governance frameworks
- Support IT assurance activities, including security reviews and compliance initiatives (e.g., HIA-related projects with external auditors)
7. Project & Vendor Enablement
- Produce As-Is and To-Be architecture assessments and gap analyses for major initiatives
- Support technology selection, RFPs, and vendor evaluations from an architectural perspective
- Provide architectural guidance across finance transformation, billing centralisation, reporting automation, and integration initiatives
Qualifications & Experience:
- Degree in Computer Science, Information Systems, or a related discipline
- Proven experience in enterprise architecture, solution architecture, or IT strategy roles
- Strong understanding of ERP systems (preferably Microsoft Business Central), data integration, and enterprise application landscapes
- Experience designing architectures in regulated environments (healthcare preferred)
- Familiarity with cloud architectures, preferably within the Microsoft ecosystem
- TOGAF certification is an advantage
- Strong stakeholder engagement and influencing skills.
- Degree holder, preferably in a healthcare-related discipline.
