Head of Sourcing & Procurement (Senior Manager)

The Head of Sourcing & Procurement is a strategic leadership role responsible for shaping and advancing St Luke's ElderCare's sourcing and procurement function in support of its mission to deliver compassionate, high-quality, and sustainable care for seniors. This role ensures that procurement practices enable the organisation to optimise resources, enhance service reliability, and support the delivery of holistic care across all service lines.

Leading sourcing & procurement strategy, governance, and supplier management, the Head of Procurement will build a forward-looking function that drives cost-effectiveness, quality, and operational resilience. As a key business partner, the role works closely with stakeholders across clinical, operational, and corporate functions to align procurement with organisational priorities and evolving care needs.

In line with SLEC's focus on innovation, collaboration, and sector leadership, the Head of Sourcing & Procurement also champions continuous improvement, sustainable sourcing practices, and strong governance frameworks. The role plays a critical part in strengthening organisational capabilities and ensuring that procurement contributes meaningfully to SLEC's long-term growth, impact, and service excellence.

Job Responsibilities

  • Develop and lead enterprise-wide sourcing and procurement strategy aligned to operational and organisational priorities.
  • Oversee the end-to-end procurement lifecycle including requirement definition, sourcing approach (RFI/RFQ/RFP/ITT), evaluation, and contract award.
  • Ensure procurement activities comply with SLEC policies on governance, transparency, and value for money.
  • Establish and enforce procurement frameworks and controls, including approval limits, COI declarations, and compliance checks.
  • Lead vendor management strategy, including AVL governance, supplier onboarding, performance evaluation, and risk management.
  • Drive cost optimisation initiatives through demand aggregation, negotiation, and Total Cost of Ownership (TCO) analysis.
  • Oversee contract management lifecycle, ensuring effective execution, performance monitoring, renewal, and compliance.
  • Partner with internal stakeholders (HODs, clusters, centres) to align procurement strategy with service delivery and operational needs.
  • Provide advisory on procurement approach, specifications, evaluation criteria, and tender documentation.
  • Lead, develop, and build capability of the Sourcing & Procurement team, driving process improvement, reporting, and performance metrics.

Job Requirements

  • Bachelor's Degree in Supply Chain, Business Administration, or related field.
  • Minimum 10–12 years of relevant experience, with at least 5 years in a leadership role in sourcing/procurement.
  • Strong experience in strategic sourcing, tender management (RFP/ITT), and contract negotiation.
  • In-depth knowledge of procurement governance frameworks, approval structures, and compliance requirements.
  • Proven track record in vendor management, supplier performance evaluation, and contract lifecycle management.
  • Strong commercial acumen with ability to drive cost savings and value optimisation (TCO approach).
  • Experience managing risk, including supplier risk, compliance risk, and operational continuity.
  • Excellent stakeholder management skills, with ability to influence senior leaders and cross-functional teams.
  • Strong leadership capability with experience in team management, capability building, and performance management.
  • Prior experience in healthcare, Intermediate and Long-Term Care (ILTC), or regulated procurement environments is preferred.
  • Proven ability to work with diverse, multicultural workforces across different job families.
  • Strong stakeholder management and influencing skills with leaders and HQ teams.
  • Practical, hands-on, and comfortable operating in a fast-paced, operational setting.
  • Strong communication, problem-solving, and organisational skills.
