1-year contract (250 business days) - 1 possible extension

Responsibilities:
- Provide intermediate level project management and develop comprehensive project plans for the extremely large, complex, multi-ministry, multi-year, high profile and high risk PSRN project.
- Manage activities throughout all phases of the project including establishing priorities and schedules; monitoring and reporting on progress and deliverables and managing issues and risks to ensure compliance with enterprise and corporate I&IT standards, policies, directives and vendor agreements.
- Identify resource requirements and physical and financial dependencies to help effectively manage the project and ensure a high level of fiscal control and accountability.
- Conduct project assessments and prepare business cases, project terms of reference and related documentation to facilitate senior level decision-making.
- Through effective project management ensure ministry business requirements and the PSRN project are aligned to best meet the needs of all stakeholders.
- Work with ministry clients to develop and implement key operational infrastructure and business practices as necessary to improve the ministry's ability to transition to the new PSRN without impacting any operational requirements for their Programs.
- Participate on committees and task forces at the Ministry, Cluster, and OPS level to analyze the impact of changes to existing service level and support structures.
- Develop, manage and maintain the public safety radio portfolio for MNRF, MECP and OMAFRA. This includes capital planning, asset planning, risk management, operational planning.
- Manage the execution and implementation of radio project activities, directly or through team members, including managing and providing complete oversight of all vehicle and vessel mobile radio installations.
- Provide leadership, and guidance to staff in the setting of priorities, interpreting policies and procedures, problem solving and assigning work to ensure efficient and effective implementation of the project and portfolio objectives.
- Plan, manage and control all technical elements of the project in accordance with processes and corporate and industry standards to minimize risks, and meet time, cost, service delivery expectations.
- Through effective use of an Issues and Actions Log, identify, manage and track resolution of complex issues.
- Effectively use a Risk Register to log, identify, manage and track the mitigation, avoidance or acceptance of risks.
- Articulate and prioritize risks at senior executive levels and recommend risk mitigation strategies for decision-makers.
- Manage change through effective use of a Change Register to log, track and assess impact of requested changes to project scope.
- Amend project plans, schedules and budget to support implementation of approved changes.
- Prepare and deliver LRC PSRN Status Reports and Executive Dashboard updates to senior management and project stakeholders on a regular basis.
- Lead/participate in steering committee and stakeholder forums.
- Manage project procurement through established processes for the acquisition of radio solutions.
- Lead the development of long-term capital planning and forecasting for PSRN LRC ministries.
- Participate in the development of operational and strategic planning for LRC and its ministries.
Skills and Knowledge:
- In-depth knowledge of, and direct experience applying, advanced project management tools, techniques, and methodologies to large-scale, complex, high-value projects
- Knowledge and experience in project managing large-scale public safety radio network or telecommunications deployment initiatives
- Experience developing complex network transition and migration strategies with cross stream dependencies
- Experience developing and implementing transition plans
- Experience managing large-scale, complex, integrated project plans
- Experience managing executive relationships and dealing with senior executives across multiple organizations
- Excellent analytical, problem-solving and decision-making skills
- Excellent verbal and written communication skills
- Highly developed interpersonal and negotiation skills
- A team player with a track record for meeting deadlines
Requirements:
- Minimum 5 years of Project Management experience
- All roles procured are required to be cleared through the Contractor Security Clearance Process of the OPS.
- Security Clearance process, levels, roles etc. are subject to change without prior notice. Candidates may be required to undergo revised/new process (or levels) any time prior or during the term of the contract.
- Valid G driver's license is required. · Ability to operate a vehicle during long distances. Districts, area offices, and base camps are spread out and are often located in remote locations.
- Expert knowledge of IP Networks, WAN, LAN, Wi-Fi, Cellular, Satellite Systems, Public Safety Radio, and Encryption.
Must-Haves:
- 5+ years of knowledge and experience in project managing large-scale public safety radio network or telecommunications deployment initiatives
- Expert knowledge of IP Networks, WAN, LAN, Wi-Fi, Cellular, Satellite Systems, Public Safety Radio, and Encryption.
- Public safety radio or telecommunications infrastructure experience in a large public sector entity
- OPS/government experience
