Scope

The Data and Content Management Division uses a one-government approach to information and privacy governance, decision-making, and service delivery across the Government of Alberta (GoA) balanced with individual client needs. This facilitates enhanced data access, collaboration, reduction in data duplication, and innovation to ensure effective and efficient services across the government to provide better services to Albertans.

The Data Centre of Excellence requires a resource to support the design, development and implementation of cloud platforms and applications to enable the GoA to better leverage its data assets support implementation of the GoA Data Strategy. Working within a team, this resource is an expert and plays a key role in ensuring that these cloud systems are designed, developed, operated and maintained for use across ministries and with external stakeholders. This role will enact the pillars of the Data Strategy by using data to benefit Albertans.

The successful candidate will be a Storage Analyst / Platform Analyst / Platform Developer with a diverse range of technical skills and experience in working in multi-faceted roles. Proficiency in cloud technologies like Azure is critical, as the role involves responsibilities such as Azure cloud platform administration, architecture design and integration within Azure environments, and ensuring security and compliance in line with Azure best practices. Additional aspects of the role may include ITIL-based service management, Agile delivery and DevOps practices, data governance and metadata management, as well as stakeholder engagement and user support. Strong expertise in Azure will be key to excelling in this position.

The primary responsibilities for Data Platform Analyst are (but not limited to):

  • Lead system implementation and design and architecture for the development, enhancements, and maintenance of Cloud Data Platforms (Azure, Snowflake. Databricks) to ensure the system design meets business requirements.
  • Support the design and build scalable, reliable and automatable data infrastructure, tooling, CI/CD pipelines to improve GoAs data product delivery, analytics and data science teams using cloud platforms (Azure/Snowflake/Cloudeara) and big data technologies.
  • Deliver data platform management and administration, in alignment with the organization's strategic goals, to manage, govern, and integrate data within government.
  • Configure and tune cloud-based tools to manage cost, security, and compliance for the environments. Working across a myriad of technology stacks in Azure, Cloudera, Snowflake etc.
  • Provide services to support data privacy and security in adherence to enterprise policies (access control, security policies across platforms, etc.).
  • Collaboration with other Team members to improve and optimize Cloud and On-premise infrastructure systems including scalability, reliability, performance, capacity, availability and disaster recovery.
  • Contribute to defining and establishing an Enterprise Data Strategy in GoA and be actively involved in the design of modern data platform features and functionalities.
  • Participate in sprint planning, version control (e.g., Git), CI/CD pipelines, and automated testing to deliver incremental improvements and maintain platform(s) stability.
  • Document configurations, processes, known issues, and solutions to support knowledge transfer, operational readiness, and onboarding of team members.
  • Support projects to address the implementation of data product delivery components of the Data Strategy.

Must-Have's:

  • Bachelor degree in Computer Science, IT or related field of study.
  • Able to work evenings and/or weekends and/or during blocktime/change windows outside of normal business hours.
  • Automate routine tasks using Azure Automation, Terrafom, PowerShell, GitHub/GitHub Actions, Ansible, and other scripting tools, deployment pipelines and version controls systems - 4 years
  • Collaborate with data architects, engineers and analysts to design and optimize cloud architecture and services - 4 years
  • Experience functioning in a team/group environment.4 years
  • Experience functioning on an individual basis - 4 years
  • Monitor Azure infrastructure performance, troubleshoot issues, and optimize resource usage - 4 years
  • Deploy, manage, and monitor Azure cloud infrastructure including virtual networks, virtual machines, storage accounts, data services (ADF, Azure Databricks, Azure SQL, Azure ML, etc.) and other Azure resources - 4 years
  • Maintain and manage Azure cost management and budgeting - 4 years
  • Implement and manage Azure security controls including network security groups, Azure Active Directory, and identity and access management - 4 years
  • Knowledge of data governance, data privacy, and compliance regulations - 4 years

Nice-to-Have's:

  • Ability and willingness to travel as necessary between Edmonton and Calgary.
  • Experience in performing regular backups and ensuring disaster recovery plans are in place - 4 years
  • Strong understanding of Snowflake architecture, features, and best practices. Experience with provisioning, supporting and administering Snowflake - 4 years
  • Experience working in the Government of Alberta Domain environment or an environment of equivalent size and complexity - 3 years
  • Hands on experience administering Databricks, PowerBI and Purview - 4 years
  • Hands on experience working in a complex environment requiring prioritization of tasks and deliverables - 5 years
