The Agency seeks to implement an eForms solution, starting with the eForms MVP, that will implement the prioritized Ontario Medical Association and Ministry of Health forms, following a repeatable process, building on the success of the Ministry of Transportation forms implementation with EMR vendors for the primary care community. The scope of the eForms MVP consists in creating a digital forms publication pipeline and establish a provincial library of electronic forms that will be readily available in all point of care systems and is integrated with provincial digital assets (i.e. EHR).

Responsibilities:

  • Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.
  • Interacts with the business stakeholders and subject matter experts to understand their requirements.
  • Plan and execute requirement analysis, gathering, and documentation.
  • Prepares and advises on business analysis policies, processes, best practices, and standards to promote a comprehensive and consistent business analysis practice within the project.

Desired Skills:

  • Knowledge and understanding of Information Management principles, concepts, policies, and practices.
  • Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions.
  • Experience with a wide range of methods, tools, and techniques for business analysis such as: business functional modelling, business event modelling, business process mapping
  • Experience in structured, object oriented and agile methodologies for user requirements and business analysis.
  • Experience developing performance measures for business analysis evaluation and subsequent follow-up.
  • Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.
  • Interacts with the business stakeholders and subject matter experts to understand their requirements.
  • Prepares and advises on business analysis policies, processes, best practices, and standards to promote a comprehensive and consistent business analysis practice within the project.

Required Skills:

  • High level of experience in business gathering, business requirement documentation, agile methodology.
  • Experience in Azure, and various Microsoft technologies.
  • Experience in applying re-engineering concepts to promote business improvements through alternative and cost-effective service delivery approaches.
  • Experience in conducting business analysis at varying levels of details, aligning with Project Management Methodology, Enterprise Architecture and Gating Process.
  • High level of experience in requirement gathering strategies, preparing business cases and cost-benefit analysis, and conducting feasibility studies for business I&IT initiatives.
  • High level of experience in developing processes for requirements gathering including but not limited to JAD sessions, interviews, mock-ups.
  • Experience in business modelling; use case modelling; conceptual and logical data modelling; process and data flow modelling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects.
  • Experience in project monitoring, problem solving and reporting.
  • Develops performance measures and traceability matrices for business analysis evaluation and conducts follow-ups.
  • Experience conducting requirements gathering, developing documentation, including presentations, and briefing notes and conducting stakeholder engagement.
  • Awareness of emerging I&IT trends and technologies.
  • Excellent analytical, problem-solving, and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.
  • A team player with a track record for meeting deadlines.

Deliverables:

  • Conduct business analysis on the existing Agency eForms platform.
  • Conduct requirement analysis, gap analysis and impact analysis.
  • Conduct system/requirement and technical documentation.
  • Conduct the risk assessment and document mitigation strategies to support the compliance with AGENCY security, architecture, and privacy standards.
  • Conduct business requirements documentation, create functional requirements document, use cases, system requirement specification, user stories, use case diagrams and specifications, business process documentation and flow diagrams, mock-ups, and prototypes.
  • Conduct current and new system analysis.
  • Support current and new system architecture analysis.
  • Support current and new system design documentation.
  • Support identifying existing technology and application security risks.
  • Support the technology analysis to migrate the applications to Agency Azure environments.
  • Prepare training materials.
  • Finish the eForms provincial roll-out: we will migrate 16 MTO forms to the Agency eForms platform and make the solution available to province via the major EMR vendors.
  • Engage in eForms Phase 3: adopt additional forms and integrate with the Agency HALO framework.
  • Support dynamic form behaviour, pre-population of patient and provider data, and structured data capture that aligns with provincial and national interoperability standards.
  • Complete the SADIE EMR Integration.
