Qualification (minimum)
Diploma in Engineering (Mechanical/Chemical), Health, Safety or Environmental Sciences or an equivalent qualification.
NEBOSH Certification (mandatory)
UAE Driving Licence (Preferable)
Experience (minimum)
5 - 8 years relevant experience, at least 5 years as a HSE Officer in Oil & Gas industry
Preferable work experience in UAE
Job Description
* Ensure compliance with safety regulations by conducting thorough risk assessments and implementing proactive measures to minimize hazards and prevent workplace accidents.
* Develop and enforce comprehensive safety policies, deliver engaging training programs, and lead thorough incident investigations to enhance workplace safety and foster a culture of risk prevention.
* Ensure all new employees and visitors complete mandatory induction training as per established procedures and deliver regular refresher training to existing staff to maintain compliance and reinforce safety standards.
* Manage the issuance of safety gear to employees, maintain accurate records of all distributed and delivered items, and initiate requisition procedures promptly when stock replenishment is required.
* Conduct daily patrols to inspect critical installations—including pumps, diesel engines, hydrants, tanks, and gas concentration levels—ensuring operational standards align with company requirements and promptly report findings to the Safety Engineer.
* Ensure the operational readiness of portable H2S and Hydrocarbon detectors, Multi-Gas Detectors, and 4-Runner Gas Detectors by performing regular checks, maintaining accurate calibration records, and managing timely replenishment.
* Assist the HSSE Engineer by actively participating in Job Safety Analysis (JSA) and Task Risk Assessments (TRA), ensuring that all critical activities are executed only after completion of risk assessments. Report any deficiencies observed and take appropriate corrective actions as assigned.
* Ensure that all HSSE and mandatory signage is properly installed, clearly visible, and maintained at designated locations to comply with safety standards.
Skills
* Comprehensive Knowledge of All Types of Fire Extinguishers – Both Mobile and Fixed Systems.
* Proficient in Working within H2S Environments and Implementing Associated Emergency Response Plans.
* Well-versed in the Roles and Responsibilities of a Safety Foreman Across All Operational Aspects.
* Conversant with all Life Saving Equipment, especially used on offshore installations (Ex. Life Jacket, Life Ring)
* Strong Knowledge of Personal Protective Equipment (PPE) Requirements and Compliance Standards.
* In-depth Knowledge of Occupational Health & Safety (OH&S) Principles and Other Relevant Safety Regulations and Standards.
* Excellent Command of English (Written and Spoken) with Strong Communication Skills.
