About the Role
Stelo HRM is supporting one of its clients in the mining sector to recruit an experienced SHER Manager to oversee the Construction and Implementation Phase of a mining project in Angola. The SHER Manager will be responsible for designing, implementing, and managing comprehensive Safety, Health, Environment, and Risk systems, ensuring full compliance with both local legislation and international best practices.
This is a senior-level, site-based role requiring strong leadership, stakeholder management, and operational oversight in a high-risk environment.
Key Responsibilities
- Lead and manage the SHER team during the projects construction and implementation phases.
- Oversee the SHER component of the operational readiness workstream.
- Ensure alignment with the businesss zero-harm health and safety strategy and environmental stewardship objectives.
- Develop and maintain effective relationships with internal and external stakeholders.
- Approve and review SHER reports, data, and statistics as required by the organization.
- Develop and maintain SHER-related policies, processes, and procedures.
- Design and implement risk management systems in line with company and legislative requirements.
- Coordinate and ensure effective delivery of internal and external audits, certifications, and inspections.
- Lead SHER-related meetings, ensuring timely execution of action items.
- Liaise with relevant government institutions during site visits and inquiries.
- Provide regular business intelligence on SHER matters to relevant parties.
- Identify and implement appropriate SHER tools, systems, and technologies.
- Ensure compliance with group-level SHER policies and support SHER staff development.
- Oversee delivery of SHER training programmes.
- Uphold high standards of corporate governance and compliance.
Qualifications and Experience
- Degree or diploma in Safety Management, Occupational Hygiene, Environmental Management, or related field; equivalent professional experience will be considered.
- Membership in a professional accreditation body is preferred.
- Demonstrated experience in leading SHER programmes in risk-based environments, ideally involving large-scale construction projects.
- Strong knowledge of Angolan SHE legislation and standards.
- Experience in hazard identification, risk assessment, and SHE legal compliance.
- Familiarity with construction and project SHE frameworks.
- Proven ability to manage audit programmes and deliver effective compliance systems.
- Completion of COMSOC 1 & 2 (or similar mine safety training) is highly advantageous.
- Proficient in Microsoft Office Suite.
- Fluent in both English and Portuguese (spoken and written).
