Permit to Work (PTW) Coordinator (Onshore - Ras Laffan)

Position Title: Permit to Work (PTW) Coordinator Department: Operations / HSE Reports To: Onshore Operations Manager / Site Manager Location: Ras Laffan Industrial City (RLIC), Qatar Work Schedule: Typically 6 days per week, 10 hours per day (as per project requirements)

Job Purpose: To manage and control the Permit to Work (PTW) system for all Fugro works within client (Qatar Energy) operated areas in Ras Laffan, ensuring 100% compliance with the stringent Qatar Energy Permit to Work Procedures (RLIC/0/002) and safeguarding all personnel and assets.

Key Responsibilities:

· PTW System Management: Act as the authorized and accountable Fugro focal point for the client's PTW system. Receive, review, submit, and track all permit applications (Hot Work, Cold Work, Excavation, Confined Space Entry, etc.) through the client's electronic system (e.g., SAP).

· Coordination & Communication: Liaise directly with client Area Authorities (AAs), Performing Authorities (PAs), and Fugro operations supervisors. Conduct daily permit coordination meetings.

· Site Verification: Conduct pre-job site visits with requestors and client authorities to verify isolation, gas tests, and control measures are in place before permit authorization.

· Compliance Assurance: Ensure all Fugro personnel involved in the PTW process (Applicants, Receiving Authorities) are fully trained and competent. Verify toolbox talks are conducted and signed.

· Monitoring & Audit: Conduct daily audits of active work sites to ensure permit conditions, isolations, and safety precautions are maintained. Immediately suspend work if unsafe conditions or deviations are found.

· Documentation: Maintain meticulous and up-to-date registers of all permits (pending, active, suspended, closed). Archive all permit documentation as per client and Fugro requirements.

· Handover & Reporting: Manage shift handovers for ongoing permits. Prepare daily/weekly PTW performance reports for management.

Qualifications & Experience:

· Education: Diploma in Engineering, HSE, or a related technical field.

· Certifications (Mandatory):

o Valid Qatar Energy (QE) / Ragas Authorized Gas Tester (AGT) Certificate.

o Valid Qatar Energy (QE) Permit to Work Coordinator/Issuing Authority Certificate.

o NEBOSH IGC or similar HSE qualification.

o Confined Space Entry & Rescue training.

· Experience: Minimum 5 years of experience in an onshore oil & gas or petrochemical plant environment, with at least 3 years in a dedicated PTW Coordinator/Issuing Authority role. Must have proven, recent experience working within Ras Laffan Industrial City (RLIC) under Qatar Energy's PTW system. Experience with electronic PTW systems (SAP) is essential.

· Knowledge: In-depth knowledge of QE's PTW procedure RLIC/0/002, isolation standards (LOTO), and hazardous area classifications.

· Skills: Extremely detail-oriented, assertive, and with excellent communication skills. Must be able to enforce procedures under pressure. Fluent in English; Arabic is an advantage
