We are currently supporting our client in search of an experienced HSEQ Officer to join their team.
Job Purpose Summary:
The HSEQ Officer (Night Shift) is responsible for monitoring health, safety, environment, and quality (HSEQ) compliance across all facility management activities during night operations. The role ensures that maintenance works, emergency repairs, and site operations adhere to safety standards and regulatory requirements. The position acts as the first responder for incidents, conducts inspections, and supports monitoring of service provider HSEQ performance, including security operations, to ensure safe, secure, and compliant facility conditions during night hours.
Roles & Responsibilities:
- Night Operations Monitoring & Safety Compliance:
- Monitor all night-time maintenance activities and emergency repairs to ensure compliance with safety procedures.
- Ensure technicians and contractors adhere to approved safety practices despite time pressure or urgency.
- Conduct unannounced safety inspections and spot-checks on night-shift teams.
- Verify correct use of Personal Protective Equipment (PPE) by all personnel.
- Ensure compliance with HSEQ policies during all operational activities.
- Monitor HSEQ compliance of service providers during night operations, including adherence to safety procedures, incident reporting, and operational requirements.
- Site Patrols, Security & Facility Safety:
- Perform regular night patrols across facilities and buildings.
- Monitor security service provider activities during night patrols to ensure compliance with safety requirements and proper incident reporting.
- Identify and report any non-compliance or performance gaps related to security operations during night shifts.
- Ensure perimeter lighting, emergency exits, and access points are fully functional and unobstructed.
- Verify that technical areas such as plant rooms are secure and restricted from unauthorized access.
- Identify and report any safety hazards or security concerns.
- Ensure overall safety and readiness of facilities during night hours.
- Emergency Response & Incident Coordination:
- Act as the First Response Coordinator for any health, safety, or operational incidents.
- Coordinate immediate response actions during emergencies such as equipment failure, fire alarms, or accidents.
- Ensure proper escalation to relevant teams and management.
- Ensure all incidents are properly reported, recorded, and escalated in line with HSEQ and operational requirements.
- Support evacuation procedures and emergency response protocols when required.
- Coordinate with security and emergency services when necessary.
- Fire Life Safety & System Readiness:
- Verify that all fire life safety systems are operational during night shifts.
- Ensure night-shift personnel are aware of emergency procedures and evacuation plans.
- Monitor fire alarm systems and respond to alarms or faults.
- Ensure emergency equipment is accessible and functional.
- Coordinate with the Fire Engineer and FM team on any system issues.
- Reporting, Documentation & Handover:
- Document and report all HSEQ violations, incidents, and near-misses occurring during night operations.
- Maintain detailed logs of inspections, patrols, and observations.
- Provide input on service provider performance based on observations during night operations.
- Provide structured reports to the HSEQ & Compliance Lead for daily review.
- Ensure all observations related to safety, security, and compliance are properly documented and communicated to the day-shift HSEQ team.
- Maintain records for audit and compliance purposes.
Any other task assigned by the direct superior.
Skills:
- Technical / Functional Skills:
- Knowledge of HSEQ practices and safety procedures.

Education:
Diploma or bachelor's degree in occupational health & safety, Engineering or Technical Discipline, Environmental Science, or equivalent.
Certificates:
Preferred Certifications:
- NEBOSH or IOSH Certification.
- Fire Safety Training Certification.
- First Aid Certification.
Computer Literacy:
- Computer literate.
- Proficiency in MS Office and reporting systems.
Languages:
English fluent.
Arabic is preferred.
Experience
- 5 - 8 years of experience in HSEQ, safety, or facility operations.
- Experience in facility management, construction, or technical environments is preferred.
- Experience working in shift-based or 24/7 operations is an advantage.
