Position Summary:

The HSE Officer is responsible for ensuring compliance with health, safety, and environmental regulations at the worksite. The role involves implementing and monitoring HSE policies, conducting inspections, promoting safe work practices, and ensuring that all personnel adhere to company and client safety standards.

Key Responsibilities:

  • Implement and enforce the companys HSE policies, procedures, and site safety plans.

  • Conduct daily site inspections to identify hazards, unsafe practices, and ensure corrective actions are implemented.

  • Monitor and ensure compliance with QatarEnergy (QP) and local HSE regulations.

  • Prepare and maintain HSE documentation such as risk assessments, incident reports, toolbox talks, and safety audits.

  • Lead safety inductions, toolbox meetings, and safety training sessions for site personnel.

  • Investigate and report all accidents, near misses, and unsafe conditions; recommend preventive measures.

  • Ensure proper use of PPE (Personal Protective Equipment) by all workers and visitors on-site.

  • Coordinate with supervisors and engineers to promote a strong safety culture across all project activities.

  • Support emergency response planning and drills.

  • Liaise with client representatives and regulatory authorities during inspections and audits.

Qualifications & Requirements:

  • Diploma or Bachelors Degree in Engineering, Environmental Science, or a related field.

  • Minimum 35 years of HSE experience in construction, oil & gas, or industrial projects.

  • Certifications: NEBOSH IGC / IOSH / OSHA or equivalent mandatory.

  • In-depth knowledge of HSE regulations, risk assessments, and hazard control measures.

  • Familiarity with QatarEnergy (QP) or other GCC project HSE standards preferred.

  • Strong communication, observation, and leadership skills.
