Role Overview

The PTW (Permit to Work) Holder Civil is responsible for managing and coordinating the permit-to-work process for civil construction activities in compliance with Técnicas Reunidas HSE procedures and Ras Laffan Industrial City (RLIC) safety regulations. The role ensures that all work activities are executed safely, efficiently, and in accordance with project safety standards and approved work permits.

Key Responsibilities

  • Act as the authorized PTW Holder for civil-related works on the project site.

  • Ensure all permit-to-work (PTW) applications, renewals, and closures are completed accurately and approved before work begins.

  • Coordinate with HSE teams, construction supervisors, and client representatives to ensure safe work practices.

  • Verify site readiness and compliance with safety and environmental controls prior to permit issuance.

  • Conduct daily toolbox talks and site safety briefings to ensure workers understand permit requirements.

  • Ensure all isolation, excavation, scaffolding, and confined space permits are controlled and managed as per company HSE standards.

  • Maintain proper documentation and records of all PTWs issued, suspended, or closed.

  • Report and escalate unsafe acts, conditions, or deviations from approved procedures to the HSE team.

  • Support incident investigations and implement corrective actions as directed by the HSE Department.

Qualifications & Experience

  • Diploma or Technical Certificate in Civil or Construction discipline.

  • Minimum 5 years of experience in civil construction within oil & gas or industrial projects.

  • Valid PTW Training Certificate (or equivalent recognized certification) Mandatory.

  • Strong knowledge of HSE procedures, hazard identification, and risk management practices.

  • Previous experience in Ras Laffan or similar industrial zones preferred.

  • Good communication and coordination skills (English mandatory).

  • Ability to work under pressure in a fast-paced construction environment.

  • Strong understanding of civil construction activities and associated risks.

  • Safety-oriented with proactive problem-solving skills.
