Role Overview
Our confidential client is seeking a Finance Manager in Riyadh to lead and deliver end-to-end finance management across a ready-mix concrete business, translating operational, commercial, and production realities into disciplined financial control, reliable reporting, strong cash flow governance, and measurable profitability outcomes, while ensuring sound compliance, cost visibility, and executive decision support across plants, fleet operations, and head office.
Key Responsibilities
You will own finance governance and core financial management processes across the business and enable effective plant, fleet, sales, and head-office execution through reporting discipline, controls, forecasting, and cross-functional financial partnership.
- Financial Control & Reporting: Lead monthly, quarterly, and annual financial close; prepare management accounts including P&L, balance sheet, cash flow, plant profitability, and variance analysis; ensure accounting records comply with IFRS/local requirements; maintain accurate reconciliations, provisions, accruals, fixed assets, and balance sheet schedules.
- Costing & Plant Finance: Own operational and product costing across ready-mix plants; monitor cost per cubic meter, plant-wise profitability, overhead absorption, and operational cost trends; review raw-material consumption for cement, aggregates, admixtures, fuel, and utilities; identify abnormal usage, wastage, leakage, or inefficiencies.
- Commercial Finance & Receivables: Oversee invoicing accuracy linked to delivered cubic meters, dispatch records, pump charges, and customer terms; drive collections discipline on overdue balances and disputed invoices; review customer credit exposure and escalation needs; support pricing, discount control, and customer profitability analysis.
- Cash Flow & Treasury: Manage weekly and rolling cash flow forecasts covering collections, payroll, supplier payments, plant/fleet operating costs, and statutory obligations; control payment planning based on business priorities; manage banking relationships, working capital facilities, and treasury requirements; provide the CEO with forward visibility on liquidity risks and financing needs.
- Budgeting & Forecasting: Lead annual budgeting across plants, fleet, maintenance, payroll, overheads, and capex needs; prepare rolling forecasts reflecting sales volumes, plant utilization, raw-material cost movements, and collection trends; support scenario planning for lower output, margin pressure, shutdowns, or cash constraints.
- Tax, Compliance & Audit: Ensure timely and accurate VAT filings, statutory submissions, and compliance readiness; coordinate annual external audits; maintain documentation and approval trails; identify and mitigate finance risks including unsupported balances, stock variances, weak controls, and non-compliance exposure.
- Systems & Process Improvement: Strengthen ERP/accounting system usage across finance, inventory, production, dispatch, and sales interfaces; develop and maintain SOPs for invoicing, collections, inventory control, petty cash, supplier payments, and approvals; improve reporting accuracy, speed, and usability through dashboards, standard templates, and reconciliations.
- Team Leadership & Stakeholder Management: Lead and develop the finance team across accounting, treasury, payables, receivables, and plant finance coordination; coach team members on ownership and reporting standards; partner closely with plant managers, operations, sales, procurement, HR, and the CEO to improve financial discipline and business decisions.
Qualifications
- 10+ years of finance/accounting experience, including at least 4-5 years in a finance leadership role within ready-mix concrete, manufacturing, building materials, industrial operations, or a similar operational business.
- Proven exposure to plant costing, inventory control, monthly management reporting, budgeting, treasury, and working capital management.
- Strong knowledge of cost-per-cubic-meter analysis, raw-material consumption control, receivables management, and profitability reporting.
- Strong tax/compliance and finance governance capability, with disciplined documentation and control orientation.
- Strong finance analytics and executive reporting capability, including dashboards, variance analysis, and forecast commentary.
- Leadership capability in coaching teams, driving accountability, influencing stakeholders, and operating effectively in a fast-paced operational environment.
Preferred / Nice-to-have
- GCC / Saudi experience in ready-mix concrete, cement, construction materials, or industrial manufacturing.
- Experience dealing with high-volume invoicing, customer credit control, fleet cost visibility, and plant performance reporting.
- Experience improving ERP or finance process maturity in a growing operational business.
- CPA, ACCA, CMA, SOCPA, or equivalent professional qualification.
- ERP/financial systems implementation or reporting exposure.
- VAT / tax compliance certification or equivalent practical experience.
Success Metrics
- Monthly close and management accounts are completed accurately and on time with clear commentary for the CEO.
- Plant and product costing improve, with stronger visibility on cost per cubic meter, plant profitability, and operational efficiency.
- Cash flow management strengthens through better forecasting, tighter payment planning, and improved collection discipline.
- Customer receivables and overdue balances are reduced through stronger credit control and follow-up discipline.
- Budgeting and rolling forecasts become reliable and decision-useful.
- VAT and statutory filings are completed accurately and on time, with no penalties.
- Finance SOPs and controls are standardized and consistently followed across plants and head office.
- ERP/reporting discipline improves, with stronger data accuracy, reconciliations, and financial decision support.
- The finance team operates with better accountability, responsiveness, and business partnership.
