Role Overview
Our confidential client is seeking a highly experienced Project Manager to lead the end-to-end delivery of major infrastructure projects across water networks, electrical works, sewage/stormwater systems, and earthworks. The role reports directly to the General Manager and is responsible for driving safe, compliant, on-time, and cost-effective execution from project handover through construction, testing, handover, and close-out in a multi-stakeholder project environment.
Key Responsibilities
You will lead infrastructure project delivery across multiple work fronts and ensure disciplined execution, stakeholder coordination, and performance control throughout the full project lifecycle.
- Project Leadership & Delivery: Lead the overall execution of infrastructure projects and ensure delivery against approved scope, program milestones, budget, quality standards, and safety requirements.
- Post-Award Handover: Take over projects from tendering/commercial teams and establish clear understanding of scope, contract conditions, risks, assumptions, budget, and project deliverables.
- Planning & Scheduling: Drive project planning and execution sequencing in coordination with Planning to ensure alignment with client requirements, authority approvals, procurement timelines, and site constraints.
- Site Execution Management: Oversee day-to-day site operations for water networks, electrical works, sewage/stormwater systems, utility interfaces, and earthworks activities.
- Stakeholder Coordination: Manage coordination with the General Manager, Contracts, QS/Cost Control, Planning, Procurement, QA/QC, HSE, Finance, Engineering teams, and other internal stakeholders.
- Client, Consultant & Authority Interface: Maintain effective engagement with clients, consultants, authorities, utility providers, and subcontractors to support uninterrupted delivery and timely decision-making.
- Permits & Utility Approvals: Ensure permits, NOCs, shutdown approvals, utility tie-ins, diversions, and authority requirements are planned and secured on time.
- Procurement & Material Readiness: Coordinate material approvals, long-lead item planning, subcontract packages, and delivery schedules in line with project execution needs.
- Subcontractor Management: Monitor subcontractor performance across scope, progress, quality, safety, productivity, and commercial compliance.
- Quality Assurance & Control: Ensure works are executed in accordance with approved drawings, specifications, method statements, ITPs, and inspection requirements; drive closure of NCRs and punch items.
- HSE Leadership: Promote a safety-first culture and ensure compliance with company HSE standards, permit controls, risk assessments, toolbox talks, and incident prevention practices.
- Cost & Cash Flow Control: Monitor budget performance, cost exposure, forecast-at-completion, billing status, and cash flow in coordination with Cost Control and Finance.
- Variation & Claims Management: Identify, document, and support the recovery of variations, extension-of-time events, claims matters, and commercial entitlements.
- Progress Reporting: Prepare and present accurate project status reports to the General Manager covering progress, risks, costs, safety, quality, procurement, and stakeholder matters.
- Testing, Handover & Close-Out: Lead testing, commissioning coordination, as-built documentation, final handover, close-out activities, and lessons learned reviews.
- Team Leadership & Mentoring: Provide strong leadership to project engineers, site engineers, and construction teams; mentor junior staff and promote accountability and execution discipline across the project.
Qualifications
- Minimum 25 years of experience in construction project management, with strong exposure to infrastructure works.
- Proven experience managing projects involving water networks, electrical works, sewage/stormwater systems, and earthworks.
- Bachelor's degree in Civil Engineering, Construction Engineering, or a related discipline.
- Strong practical knowledge of project delivery, planning, site operations, subcontractor management, authority coordination, and stakeholder engagement.
- Solid experience in cost control, progress reporting, claims support, and contractual/commercial awareness within contractor environments.
- Strong leadership capability and experience reporting directly to senior management or executive leadership.
- Proficiency in project planning and reporting tools such as Primavera P6, MS Project, and Microsoft Office.
- Familiarity with AutoCAD, BIM coordination environments, and ERP/project cost systems is an advantage.
- Strong communication, negotiation, and problem-solving skills in complex site-based delivery environments.
Preferred / Nice-to-have
- Master's degree in Project Management, Construction Management, or related field.
- Professional certifications such as PMP, Primavera P6 Certification, or equivalent.
- Experience working on major public infrastructure, utility, municipality, or multi-package contractor-led projects.
- Exposure to utility diversions, live-service tie-ins, phased handovers, or complex authority-driven construction interfaces.
- Experience in multi-location or high-intensity site environments with strong reporting and governance expectations.
- Bilingual Arabic / English capability.
- HSE leadership training such as NEBOSH, IOSH, or equivalent is a plus.

- Budget, productivity, and forecast performance are maintained within approved thresholds.
- Safety performance remains strong, with disciplined compliance to HSE standards and minimal incident exposure.
- Inspection pass rates improve, with reduced NCRs, punch items, and rework.
- Variations, claims, and extension-of-time events are identified and documented in a timely manner.
- Cash flow improves through timely billing support, certification readiness, and disciplined project documentation.
- Permits, NOCs, and authority approvals are secured in time to avoid disruption to critical work fronts.
- Client, consultant, and authority relationships remain professional, responsive, and solution-oriented.
- Handover packages, as-builts, testing records, and close-out documentation are completed on time and to required standards.
- Project teams operate with stronger coordination, accountability, and escalation discipline.
