Role Overview

Our confidential client is seeking a Technical Office Manager based in Riyadh to lead the technical coordination and documentation functions for major construction and real estate projects. This role ensures that all engineering deliverables, from shop drawings to material submittals, meet contractual and regulatory standards. The position requires a disciplined professional who can bridge the gap between design intent and site execution while maintaining rigorous document control.

The Technical Office Manager will report directly to the the hiring manager and will play a key role in minimizing technical risks and preventing costly rework. This position drives efficiency in the technical approval process and supports the commercial team with accurate quantity verification. The role is critical to maintaining project schedules and ensuring seamless handover to operations.

Key Responsibilities

The following responsibilities define the core accountabilities for this position.

Shop Drawing Management

The role oversees the preparation, review, and submission of shop drawings to ensure they align with design specifications and site constraints. It manages the feedback loop with consultants to secure timely approvals and prevent construction delays.

Document Control Oversight

This position maintains the integrity of the project document register by enforcing strict version control and transmittal protocols. It ensures that all technical records are archived systematically for audit trails and final handover.

Material Submittal Coordination

The manager prepares and tracks technical material submittals to verify compliance with project specifications before procurement. It collaborates with supply chain teams to ensure approved materials are available according to the construction schedule.

Quantity Verification

The role performs detailed quantity take-offs from approved drawings to support progress billing and variation assessments. It validates subcontractor measurements against actual works executed to ensure financial accuracy.

Technical Compliance Assurance

This position ensures all technical outputs adhere to Saudi Building Codes and local municipal regulations in Riyadh. It conducts regular audits of engineering deliverables to maintain quality standards and contractual compliance.

Interdisciplinary Coordination

The manager facilitates coordination between architectural, structural, and MEP disciplines to resolve design clashes early. It leads technical meetings to align internal teams and external consultants on resolution strategies.

Team Leadership and Development

The role supervises and mentors a team of engineers and drafters to enhance technical competency and productivity. It establishes clear performance expectations and provides constructive feedback on technical deliverables.

Handover Documentation

This position compiles and organizes all technical as-built drawings and operation manuals for project handover. It ensures that the client receives a complete and accurate technical archive upon project completion.

Qualifications

  • Bachelor's degree in Civil Engineering, Architecture, or a related construction field is required.
  • Minimum of 10 years of progressive experience in technical office management within the construction industry.
  • Proven track record of managing technical documentation for large-scale projects in Riyadh or similar markets.
  • Deep understanding of FIDIC contracts and local regulatory requirements for building approvals.
  • Advanced proficiency in AutoCAD and document control software such as Aconex or Procore.
  • Strong analytical skills for interpreting complex drawings and identifying technical discrepancies.
  • Excellent command of English and Arabic for effective communication with stakeholders.
  • Demonstrated ability to lead technical teams and manage cross-functional workflows under pressure.

Preferred / Nice-to-have

  • Master's degree in Construction Management or Project Management.
  • PMP or PRINCE2 certification demonstrating formal project management competence.
  • Experience with BIM tools like Revit for enhanced coordination and clash detection.
  • Prior exposure to LEED or sustainable construction standards.

  • Achieves a 95 percent on-time approval rate for shop drawings and material submittals.
  • Reduces technical query response time to less than 48 hours for critical path items.
  • Maintains zero non-conformities related to document control during internal and external audits.
  • Delivers accurate quantity take-offs with less than 2 percent variance against final measured works.
  • Completes all technical handover dossiers within 30 days of project practical completion.
  • Identifies and resolves at least 10 major design clashes prior to site execution per project phase.
  • Ensures 100 percent compliance with Saudi Building Code requirements in all technical submissions.
