Role Overview

Our confidential client is seeking a Blue Collar Recruiter to support high-volume hiring for construction projects and site-based operations. The role is responsible for executing end-to-end recruitment activities for blue-collar workforce categories, ensuring timely sourcing, screening, coordination, and on-boarding follow-up to meet project manpower requirements. This position works closely with the Recruitment Specialist, site teams, operations, and external manpower partners to maintain hiring speed, quality, and deployment readiness across ongoing projects.

Key Responsibilities

You will manage day-to-day blue-collar recruitment delivery and support workforce mobilization by maintaining strong pipelines, disciplined follow-up, and effective coordination with operational stakeholders and recruitment sources.

- Recruitment Delivery: Manage full-cycle recruitment for blue-collar and site-based roles including laborers, helpers, masons, carpenters, steel fixers, scaffolders, drivers, operators, and similar categories; support approved manpower requests from sourcing through joining.

- Requisition Coordination: Work closely with the Recruitment Specialist, project teams, supervisors, and site stakeholders to understand headcount needs, trade requirements, urgency levels, and deployment schedules.

- Sourcing & Pipeline Building: Source candidates through agencies, manpower suppliers, referrals, databases, direct sourcing, walk-ins, and labor market networks; maintain active pipelines for recurring and critical trade categories.

- Screening & Shortlisting: Review candidate profiles, conduct initial screening, assess trade relevance, project fit, availability, and readiness; prepare qualified shortlists aligned with job and site requirements.

- Interview & Trade Test Coordination: Arrange interviews, selection sessions, and trade tests with site teams and hiring stakeholders; ensure strong candidate attendance and communication throughout the process.

- Offer & Joining Follow-Up: Support the offer stage by confirming candidate commitment, joining terms, and availability; follow through until final joining and reporting to site.

- On-boarding & Mobilization Support: Coordinate documentation, pre-employment checks, medicals, on-boarding status, and deployment readiness with HR operations and relevant support teams.

- Vendor / Agency Management: Coordinate with external recruitment agencies and manpower suppliers; monitor shortlist quality, delivery turnaround, attendance, joining reliability, and replacement support.

- Reporting & Recruitment Tracking: Maintain accurate vacancy trackers, candidate pipeline reports, interview status, joining progress, no-show records, and hiring updates for management visibility.

- Compliance & Process Discipline: Ensure recruitment activities are documented properly and aligned with approved internal processes, workforce requirements, and hiring controls.

Qualifications

- 5+ years of recruitment experience, with clear exposure to blue-collar, site-based, or high-volume hiring.

- Prior experience in construction, contracting, industrial, logistics, facilities management, or other manpower-intensive sectors is preferred.

- Diploma or bachelors degree in Human Resources, Business Administration, or a related discipline.

- Practical understanding of workforce hiring for trade and labor categories.

- Experience coordinating with site teams, supervisors, operations, and external vendors.

- Strong capability in recruitment tracking, interview coordination, and on-boarding follow-up.

- Good communication, organization, and time management skills.

Preferred / Nice-to-have

- Experience supporting bulk hiring campaigns or project mobilization requirements.

- Exposure to manpower agencies, outsourced workforce models, or labor supply environments.

- Familiarity with trade testing, worker documentation, and joining readiness processes.

- Working knowledge of ATS platforms, HR systems, or Excel-based recruitment trackers.

- Blue-collar vacancies are filled within agreed timelines and according to project requirements.

- Qualified candidate submissions and shortlist accuracy improve across key trade categories.

- Interview attendance and joining rates improve through strong candidate engagement and follow-up.

- On-boarding documentation and mobilization readiness are completed with fewer delays.

- Vacancy aging, no-show levels, and early replacement cases show measurable improvement.

- Recruitment pipelines remain healthy for recurring roles and urgent project needs.

- Vendor performance is monitored and improved through better delivery discipline and reporting accuracy.
