Role Overview
You will own procurement planning, sourcing, supplier management, and procurement operations across the business while enabling project teams through structured controls, strong market engagement, and consistent delivery support.
- Procurement Strategy & Governance: Support procurement strategy by category and project; implement approval workflows, tender governance, and delegation controls; maintain procurement plans, trackers, and reporting packs.
- Sourcing & Tendering: Lead RFQ/RFP and tender activities for materials, subcontract works, equipment, and services; manage bidder communications, commercial comparisons, and award recommendations.
- Commercial Negotiation & Contracting: Negotiate pricing, delivery schedules, payment terms, and commercial conditions with suppliers and subcontractors while supporting sound contractual alignment.
- Supplier Management: Manage supplier and subcontractor prequalification, onboarding, performance, and continuity risk; strengthen preferred supplier coverage across key categories.
- Cost Control & Compliance: Ensure procurement aligns with approved budgets, cost plans, and project priorities; track savings and cost avoidance; maintain documentation quality and audit readiness.
- Procurement Operations: Oversee PO issuance, expediting, delivery follow-up, shortage escalation, and site coordination to support execution on time and in full.
- Cross-Functional Coordination: Work closely with Group Procurement Manager, Finance, Engineering, QS/Commercial, Warehousing, and site teams to ensure procurement supports project delivery effectively.
Qualifications
- Bachelors degree in Supply Chain, Engineering, Construction Management, Quantity Surveying, Business Administration, or a related field.
- 8+ years of procurement experience in construction, EPC, or main contracting environments.
- Proven experience in tendering, bid analysis, supplier management, negotiations, and procurement reporting.
- Strong understanding of construction procurement lifecycles in multi-project environments.
- Strong stakeholder management capability across procurement, commercial, engineering, finance, and site operations.
Preferred / Nice-to-have
- GCC / Saudi market experience in contractor-led procurement environments.
- Exposure to ERP-based procurement controls, sourcing tools, and supplier performance systems.
- Professional certification such as CIPS or other procurement / commercial qualifications.
- Experience supporting long-lead planning, subcontract packaging, and claims-related commercial matters.
