Position : Finance, Accounting & Tax Manager (Coal Mining Industries)

About the Role
We are looking for an accomplished Tax, Finance & Accounts Manager to lead the financial governance, tax compliance, statutory reporting, and fiscal strategy of our Indonesian coal mining operations. This role requires strong leadership and cross-functional coordination skills to manage the complex tax and regulatory landscape specific to the mining industry. The successful candidate will work closely with senior leadership, legal, operational, and commercial teams, and report directly to the CFO
Key Responsibilities
A. Taxation & Fiscal Compliance
Oversee the preparation, review, and submission of all tax filings:
i) Corporate Income Tax (PPh Badan), ii) Employee Tax (PPh 21), iii) Vendor Withholding Taxes (PPh 23/26), iv) Value-Added Tax (PPN) and VAT Refunds, v) Land & Building Tax for Mining Concessions (PBB Sektor Pertambangan / P3MB)
Ensure timely and accurate payment of: i) Royalty obligations to ESDM ii) Non-Tax State Revenue (PNBP) iii) Domestic Market Obligation (DMO) penalties, if any
Ensure tax filings are aligned with the New Core Tax System (CTAS) and support digital transformation of tax processes.
Manage the e-Faktur, e-Bupot, and e-Filing systems and maintain full traceability of submitted documentation.
Supervise tax audit preparation, handle queries from the DGT, and lead objection, appeal, or judicial review processes with support from external tax advisors.
Coordinate the development and maintenance of transfer pricing documentation (Local File, Master File, CbCR).
B. Financial Accounting & Reporting
Prepare accurate monthly, quarterly, and annual financial statements in compliance with PSAK (Indonesian GAAP).
Ensure timely monthly closings, account reconciliations, and financial accuracy across mining cost centers and operations.
Implement proper capitalization and depreciation policies for heavy equipment, site infrastructure, and mining assets.
Oversee project accounting for mine development, expansion, and reclamation liabilities.Ensure accounting records support tax positions, particularly for deductible vs. non-deductible expenses.
C. Treasury & Cash Flow Management
Monitor and manage daily, weekly, and monthly cash flow actual, planning and forecasting.
Coordinate funding needs for mining operations, including working capital loans and capex financing.
Optimize vendor and payroll payment cycles while balancing cash reserves.
Establish banking relationships, monitor facility usage, and comply with loan covenants.
D. Royalty, DMO, and Sector-Specific Reporting
Manage the preparation and submission of:Monthly and quarterly production and sales reports to ESDMRoyalty calculations aligned with actual tonnage and pricingDMO allocation tracking and reporting per ESDM mandateReconcile physical coal movements with invoicing and royalty payments.
Support compliance with RKAB (Work Plan & Budget) and other mining-specific licensing/reporting frameworks.
E. Budgeting, Forecasting & Business Analysis
Support the annual budgeting process, including OPEX and CAPEX for mining operations, logistics, and support functions.
Conduct monthly variance analysis vs. budget and prior year performance.
Support cost control initiatives, mining cost per ton analysis, and scenario planning based on HBA (coal benchmark price) fluctuations.
Provide strategic financial inputs to support operational decisions, investment evaluations, and procurement planning
F. Governance, Process, and Team Leadership
Develop and implement internal finance and tax SOPs, control frameworks, and risk mitigation measures.
Ensure compliance with audit, tax, and environmental obligations from both financial and operational perspectives.
Manage and mentor the finance, tax, and accounting team, fostering a culture of accuracy, accountability, and continuous improvement.
Coordinate with internal audit and external auditors during statutory audits and financial due diligence.
Qualifications & Requirements
- Bachelors degree in Accounting, Finance, or Masters preferred.
- 8-12 years of progressive experience in taxation, finance, and accounting; experience in the mining or energy sector is a preferred.
- Strong knowledge of:
- Indonesian tax laws and mining royalty regulations
- PSAK and IFRS reporting standards
- ERP platforms (SAP/Oracle/Accurate)
- Demonstrated ability to handle DGT audits, tax court cases, and royalty reconciliations.
- Working knowledge of ESDM compliance, DMO requirements, and CTAS integration.
- Proficient in Excel and financial modeling tools.
- Strong leadership, communication, and stakeholder engagement skills.
- Should be able to travel the mine (quarterly or halfyrly) at Kalimantan.
Preferred Attributes
- Brevet A & B certified tax consultant
- Knowledge of reclamation liability accounting
- Familiarity with export licensing and Lartas compliance
- Strong analytical mindset with hands-on problem-solving capabilities
- Ability to communicate in English (verbal and written)
- Strong analytical skill with good business acumen
- High level of ethics and integrity
