Head of Technical Operations Section

The Head of Technical Operations Section is responsible for the day-to-day operational management of public parks and recreational facility assets, including landscaping, irrigation systems, and green infrastructure. The role owns operational continuity and asset performance across live sites, not the design or construction of new facilities, and is accountable for maintenance quality, KPI performance, and deviation management across the parks and recreational portfolio.

Key Responsibilities

• Lead the operational management and maintenance of public parks, green spaces, and recreational facility assets across the portfolio.
• Oversee landscaping, irrigation, horticulture, and city beautification activities to maintain asset condition and public presentation standards.
• Manage preventive, corrective, and reactive maintenance programs across parks and recreational infrastructure.
• Track operational KPIs and manage deviations, corrective actions, and service-level performance against departmental targets.
• Supervise contractor and vendor performance for landscaping, irrigation, and grounds-maintenance service contracts.
• Coordinate with internal departments and external authorities on operational matters affecting parks and recreational facilities.
• Support budget planning and monitoring for operational and maintenance activities within the section.
• Ensure compliance with standards, safety requirements, and city-beautification initiatives.

Candidate Requirements

• Bachelor's degree in Engineering, Agriculture, Horticulture, or Facilities Management (or a closely related field).
• 6-8 years of relevant experience, with demonstrated ownership of ongoing operations, not design or construction delivery.
• Direct hands-on experience in parks, landscaping, or recreational-asset operations, including irrigation and grounds maintenance.
• Experience with agriculture, horticulture, or city-beautification programs is a strong advantage.
• Track record of KPI monitoring, deviation management, and corrective-action follow-up in an operational setting.
• Experience managing external contractors or vendors for landscaping or maintenance services.
• Government or semi-government sector experience in the UAE or wider GCC is preferred.
