Head of Technical Service Section

The Head of Technical Services Section is responsible for the ongoing maintenance and technical support of existing municipal assets and facilities. The role owns operational continuity for building systems and equipment, not new construction delivery, and is accountable for maintenance quality, contractor performance, and CapEx planning tied to technical services.

Key Responsibilities

• Lead preventive, corrective, and reactive maintenance programs across facilities and technical assets.
• Manage technical support functions for existing buildings, systems, and equipment.
• Oversee facilities CapEx planning and execution tied to maintenance and technical upgrades.
• Supervise contractor and vendor performance for maintenance and technical support services.
• Track maintenance KPIs, budgets, and service-level performance against departmental targets.
• Coordinate with internal departments and external authorities on technical services matters.
• Ensure compliance with municipal maintenance standards and safety requirements.
• Support budget planning and monitoring for technical services and maintenance activities.

Candidate Requirements

• Bachelor's degree in Civil, Mechanical, or Electrical Engineering (or a closely related field).
• 6-8 years of relevant experience, with demonstrated ownership of an ongoing maintenance or technical-support function, not just construction delivery.
• Direct hands-on experience in building or facilities maintenance, covering MEP, civil, or technical systems.
• Facilities CapEx exposure, including planning and execution of technical upgrade projects.
• Track record of contractor and vendor performance management for maintenance services.
• Government or semi-government sector experience in the UAE or wider GCC is preferred.
