Position: Investment and Partnership Expert (Emirati)

Job Purpose

To provide expertise and technical advisory regarding partnership project policies and applications, project structuring, developing a network of strategic partnerships, preparing necessary studies to establish and develop a high-efficiency partnership system, submitting investment proposals for projects suitable for partnership, evaluating tenders and selecting best offers, preparing financial budgets for projects, and providing necessary advisory to stakeholders regarding project implementation — and identifying financial risks resulting from partnership to ensure the best information for decision-making.

Roles and Responsibilities

  1. Provide technical advisory on partnership project policies and applications — identify, quantify, and manage financial risks arising from partnership projects
  2. Provide technical advisory on project structuring and risk transfer to the private sector — based on prepared feasibility studies — to ensure decisions are made with the best information on costs, revenues, and risks
  3. Develop a network of strategic partnerships with stakeholders — to adopt collaborative initiatives and projects — develop support policies and procedures for municipal programs and directions — enhance participation and activate community partnerships
  4. Prepare necessary studies to establish and develop a high-efficiency partnership system — to ensure delivery of sustainable, funded, and private-sector-delivered partnership projects aligned with department requirements
  5. Evaluate tenders and select best offers — negotiate with offer holders — award partnership contracts — manage contracts during execution — to ensure soundness of financing structures and suitability of government financial institution participation
  6. Participate in defining partner selection criteria — prepare work methodology for partnership projects in a manner consistent with competitive bidding — identify all financial elements and expected risks accurately — develop unified methodologies for partnership projects, competitive bidding, negotiation, and contract management
  7. Prepare unified drafting for partnership project contracts — through negotiation with public and private sector bodies — study risks
  8. Prepare initial investment proposals for projects suitable for partnership — contribute to preparing their financial feasibility studies — to ensure highest quality levels
  9. Prepare financial budgets for partnership projects — coordinate with Municipal Finance for approval in accordance with legal requirements and approved budgets
  10. Evaluate partnership program results — prepare follow-up reports — maintain continuous communication with partners to periodically update them on partnership implementation progress
  11. Train project work teams on partnership contract management — including document preparation and contracting process completion — conduct periodic reviews of partner needs — provide guidance to strengthen relationships and obtain feedback
  12. Prepare periodic reports on completed studies, research, and work — noting challenges faced and corrective actions
  13. Comply with information security policies — protect data and information — report any violations
  14. Perform any other tasks related to the nature of work as assigned

Supporting professional certifications: Strategic Partnerships Management Certification; Project Finance Certification.

Experience: Experience in providing technical advice and guidance on the structuring and implementation of partnership projects to achieve the organization's strategic objectives. It requires 15 years of experience.
