Job Description
Core Duties & Responsibilities
Manage Commercial / Business Development
Budget & Cost Control
- Develop and manage the infrastructure budget, ensuring cost-efficiency while maintaining high quality
- Identify value engineering opportunities to optimize infrastructure investments
- Monitor project expenditures and implement cost-control measures
Infrastructure Strategy & Master Planning
- Develop and implement the infrastructure master plan for mixed-use real estate developments
- Ensure infrastructure development is aligned with regulatory requirements, sustainability goals, and the overall business strategy
- Conduct feasibility studies and risk assessments to guide infrastructure investments and phasing strategies
Operations Management
Project Execution & Delivery
- Oversee the implementation and execution of infrastructure projects, ensuring adherence to budget, schedule, and quality standards
- Ensure contractors and consultants deliver according to agreed scope, specifications, and performance metrics
- Establish risk management strategies to address infrastructure challenges and minimize project delays
Design & Engineering Oversight
- Lead the design and engineering of all infrastructure components, including roads, utilities, power, water, sewage, drainage, and telecom networks
- Ensure infrastructure designs meet international standards, smart city trends, and environmental sustainability criteria
- Work with architects, master planners, and consultants to ensure integration with overall development plans
Governance and Process Management
Regulatory Compliance & Approvals
- Liaise with government authorities, utility providers, and regulatory bodies (e.g., DEWA, RTA, DM) to secure permits and approvals
- Ensure all infrastructure works comply with local regulations, building codes, and sustainability frameworks
- Stay updated on policy changes and new regulations impacting infrastructure development
Organizational Management
Stakeholder & Team Management
- Work closely with internal teams, including development, design, construction, and operations
- Engage with external consultants, contractors, and suppliers to ensure seamless execution of infrastructure projects
- Lead, mentor, and develop a high-performing infrastructure team, fostering a culture of accountability and excellence
Operating Environment
Main Office and project site environments
Formal Education
- Bachelors or masters degree in civil engineering, Infrastructure Engineering, or a related field
- Professional engineering certification (e.g., Chartered Engineer, PE, PMP) preferred
Work Experience
Experience: Minimum 15+ years in infrastructure development for large-scale real estate, mixed-use, or urban development projects
Expertise in:
- Infrastructure master planning, design, and execution
- Roads, utilities, water, drainage, power, and transportation networks
- Government regulations, permitting, and stakeholder engagement
- Smart infrastructure, sustainability, and value engineering
- Budgeting, scheduling, risk management, and contract administration (FIDIC preferred)
- Strong leadership, negotiation, and decision-making skills
- Experience in working with government authorities, service providers, and major contractors
Skills & Knowledge
- Strategic Thinking: Ability to align infrastructure planning with real estate development objectives
- Technical Expertise: Strong understanding of engineering, utilities, and smart city infrastructure
- Project Leadership: Ability to lead large infrastructure projects from inception to handover
- Stakeholder Management: Proven ability to engage with internal and external stakeholders
- Problem-Solving: Proactive in identifying and addressing project risks and challenges
- Sustainability & Innovation: Experience in integrating green building practices and emerging technologies into infrastructure planning
- Professional certifications such as PMP (Project Management Professional) are desirable
