Job Title: Head of Financial Reporting Department (Emirati)

Role Purpose:

Managing the financial reporting department while providing support to government agencies to ensure the provision of required financial and statistical reports, assisting in decision-making, and ensuring control over the financial performance of government agencies.

Key Responsibilities:

Budget and Financial Performance Management:

  • Supervise the follow-up of the implementation of the general budget performance of government agencies.
  • Review the results and prepare the financial performance report for government agencies.
  • Submit recommendations and proposals for improvement opportunities.

Development of Financial Performance Indicators:

  • Supervise the development of appropriate indicators and bases for measuring the governments financial performance.
  • Ensure continuous updating and development of indicators to ensure the governments effective financial performance.

Capital Projects Monitoring:

  • Supervise the follow-up of the implementation of capital projects in government agencies.
  • Review and approve relevant reports with recommendations for improvement.

Supported Entities Reporting:

  • Supervise the follow-up of supported entities to provide periodic reports related to the aspects of the agreement.
  • Review and approve the recommendations and improvement proposals submitted by the work team.

Consolidated Financial Reporting:

  • Supervise the preparation of the governments consolidated financial reports.
  • Ensure the reports align with the governments financial statistics and the annual statistical volume of the general budget.
  • Publish the reports in coordination with the relevant authorities.

Coordination with Statistical and Research Centers:

  • Supervise the coordination process with statistical and research centers.
  • Ensure that they are provided with the required reports to contribute to developing the infrastructure for financial statistical data.

Monitoring Economic Trends:

  • Supervise the monitoring of the global economy and development trends.
  • Extract the impacts on the general budget and review and approve proposals for the relevant organizational units.

Public Debt Management:

  • Supervise the collection of public debt data and ensure it is updated continuously.
  • Review and approve economic models to analyze the impact of public debt and mitigate its effects on the economy.

Ajman Government Credit Rating:

  • Represent the Government of Ajman in meetings related to the Ajman Government credit rating.
  • Supervise the coordination processes with relevant entities related to the credit rating.

General Tasks:

Operational Framework and Documentation:

  • Review and approve the operational framework of the department.
  • Verify its documentation and ensure periodic updates in coordination with the relevant organizational unit within the department.

Employee Performance and Development:

  • Evaluate the performance of department employees to ensure their efficiency.
  • Motivate employees to develop individual performance.
  • Develop smart performance indicators for the departments operational activities and set targets in line with strategic objectives.
  • Review and approve the annual leave plan for employees to ensure continued quality implementation of departmental activities.

SWOT Analysis and Strategic Alignment:

  • Prepare the department's SWOT analysis document.
  • Review and approve the operational objectives of the departments employees and ensure alignment with the departments operational and strategic objectives.

Training and Development Plans:

  • Review and approve the training plan for the departments employees based on actual needs and individual performance assessments.

Business Continuity and Risk Management:

  • Review and approve the departments Business Analysis Document (BIA) and Business Continuity Plan (BCP).
  • Prepare and update the departments risk register periodically, ensuring that appropriate responses to risks are implemented and followed up.

Qualifications:

  • Bachelors degree in Accounting, Finance, or related field
  • CTA or CTP or CPA or ADIT is preferred
  • Minimum of 6 years of experience in financial reporting or accounting, with at least 5 years in a leadership role.
  • Strong knowledge of financial regulations, accounting principles (GAAP/IFRS), and tax laws.
