Investment and Business Development Senior Specialist (UAEN)

Location: Dubai, UAE
Grade: Senior level (Grade 13 equivalent)

About the Role

We're looking for an Investment and Business Development Senior Specialist to drive investment planning and business development initiatives for a government entity in Dubai. You'll set operational plans, evaluate market opportunities, and work closely with stakeholders to grow revenue and identify new partnerships.

What You'll Do

• Prepare the annual operational plan, including KPIs, targets, projects, and budget needs
• Develop policies, methodologies, and processes, and track their implementation
• Study current systems to identify gaps and opportunities in investment and business development
• Conduct market research to build detailed business plans and identify new revenue sources
• Support a performance monitoring system, feeding dashboards and preparing results reports
• Track new trends in investment and partnership development and translate them into practical improvements
• Assess financial asset performance in coordination with Finance, and flag risk areas to senior management
• Identify and approach potential private-sector partners, and lead negotiations to build new business opportunities
• Support oversight of contracts and asset operators (where public-private partnerships apply), with regular performance reporting
• Identify risks and develop mitigation plans with relevant stakeholders
• Provide data analysis support to leadership as needed

What You'll Need

• Bachelor's degree in Investment, Business Administration, Project Management, Strategic Planning, or a related field
• 6+ years of relevant experience in investment or business development
• Strong track record leading high-impact programs and coordinating across internal and external stakeholders
• Experience leading multidisciplinary teams
• Solid understanding of sector trends, with the ability to turn them into strategy and policy input
• Strong communication and stakeholder management skills
