Job Purpose

To lead and manage all capital and construction projects of the Authority from the planning stage through to delivery, ensuring execution of projects within the specified time and budget, with high quality, and in alignment with the Authority's strategic objectives, through planning, supervision, process and policy development, and coordination with relevant entities.

Key Responsibilities

Functional Responsibilities

  • Prepare and follow up the implementation of the annual operational plan for the section, including defining projects and initiatives, setting performance indicators and targets, and estimating budgets.
  • Full supervision of the implementation of capital projects in accordance with approved time, financial, and technical standards, and ensuring contractors' compliance with the scope of work.
  • Develop and apply standard project management processes and procedures (planning, scheduling, cost analysis, report preparation).
  • Monitor project timelines, budgets, and quality, and recommend required improvements in case of deviation from the plan.
  • Follow up on the performance of contractors, subcontractors, and consultants at project sites, ensuring adherence to quality standards.

  • Coordinate with specialized teams to obtain necessary licenses and permits and avoid delays in project phases.
  • Manage and develop quality control and assurance systems in accordance with Authority requirements and signed contracts.
  • Review variation orders and technical and financial claims, and assess their impact on the project in coordination with financial and technical teams.
  • Develop risk mitigation plans and corrective actions to protect the Authority's interests and implement them when required.
  • Review and approve final project handover documents, ensure compliance with standards, conduct final inspection, and hand them over to concerned entities.
  • Propose section policies and procedures and follow up on compliance in coordination with relevant regulatory entities.
  • Prepare and submit periodic performance and achievement reports and provide accurate data to senior management.
  • Contribute to the efficient implementation of financial activities in accordance with approved policies and apply control measures to regulate spending.
  • Apply internal control systems and ensure full compliance with the Authority's administrative and financial regulations and policies.
  • Manage projects related to the design and development of Authority offices to ensure optimal space utilization.
  • Oversee project closure, issuance of completion certificates, and ensure readiness for operational handover.
  • Provide professional support to strategic initiatives related to innovation, institutional excellence, and other enabling initiatives.
  • Provide guidance and technical support to the section team and contribute to their professional development and achievement of their targets.
  • Adhere to information security policies and procedures, maintain data confidentiality, and report any violations or breaches to the Information Security Officer.
  • Comply with occupational health and safety procedures, policies, and environmental management system policies applied in the Authority.
  • Perform any other job-related duties and responsibilities as assigned.

Operational Responsibilities

  • Provide data and reports periodically or upon request to the concerned department director, highlighting areas for improvement to support decision-making and achieve operational excellence.
  • Submit periodic reports on performance results, identify performance gaps and their implications, and provide recommendations on corrective actions to reduce risks, thereby minimizing operational downtime and ensuring achievement of objectives and goals within specified timelines.

Financial Management

  • Provide inputs to the Finance Department as required and in accordance with the approved governance process for budget preparation.
  • Monitor budget execution and allocation to ensure alignment with the approved budget, report actual and potential budget variances, and recommend corrective actions.

People Management

  • Prepare unified strategies and budgets for workforce planning, talent acquisition, training, and development for the concerned department to ensure adequate staffing for optimal operational efficiency.
  • Define section objectives and review performance at mid-year and year-end; monitor performance and provide specialized consultation when required to ensure achievement of performance objectives.

  • Provide guidance to section employees on operational matters and staff management.

Required Qualifications

Academic Qualifications

  • Bachelor's degree in Civil Engineering, Project Management, or Strategic Project Planning, or equivalent from an accredited university

Professional Experience and Skills

  • Minimum 7 years of relevant work experience
  • Ability to prepare consistent recommendations and inputs for policies, regulations, and laws to enable the sector
  • Ability to lead planning and execution of high-impact programs and coordinate and engage with various internal and external stakeholders
  • Ability to lead multidisciplinary teams and coordinate activities and initiatives aimed at activating and developing the sector
  • Ability to apply sector-related knowledge and emerging trends to develop enabling strategies and policy inputs
