About the Role
The Head of Delivery & Governance is a senior leadership role responsible for guiding the overall strategy and execution of project delivery across the organization. This position oversees end-to-end implementation activities, including delivery oversight, governance, compliance, and customer experience. The role involves providing direction and developmental support to project-focused teams, such as business analysts, delivery managers, and project managers, ensuring alignment with organisational standards and competency frameworks.
Working closely with executive leadership and cross-functional departments, the position drives operational efficiency, fosters continuous improvement, and promotes a culture centred on quality and client value. The role requires strong strategic thinking, leadership capability, and the ability to collaborate effectively across diverse business functions.
Key Responsibilities
- Collaborate with the executive team to develop and execute the company's strategic plan, focusing on products/projects/services delivery excellence, governance, and business development.
- Drive initiatives that align with the company's long-term vision and growth objectives.
- Lead and inspire a team of products/projects/operations/sales managers, business analysts, ensuring clear objectives, mentorship, and a culture of innovation and collaboration.
- Set key performance indicators (KPIs) for the product management team and monitor their performance.
- Oversee the end-to-end delivery processes of products, projects, and services from project initiation to closure, ensuring high-quality, on-time, and within-budget project delivery.
- Develop and refine delivery processes, methodologies, and best practices.
- Monitor key performance indicators (KPIs) to optimize operational efficiency and effectiveness.
- Identify and mitigate risks and issues impacting the delivery of products/projects/services.
- Establish and enforce governance and compliance frameworks to ensure adherence to industry standards, regulations, and best practices.
- Implement processes for risk assessment, management, and mitigation.
- Lead audits and assessments to ensure ongoing compliance.
- Define and communicate the company's product vision and strategy, aligning it with business goals and market trends.
- Develop a product roadmap that outlines short-term and long-term product goals.
- Collaborate with cross-functional teams, including engineering, design, and marketing, to oversee the entire product development lifecycle.
- Ensure that products are developed on time, within budget, and in compliance with quality standards.
- Conduct market research to identify customer needs, trends, and the competitive landscape.
Develop and enforce product governance and compliance frameworks to meet industry standards and regulations. - Implement processes for risk assessment, management, and mitigation, ensuring adherence to relevant laws and guidelines.
- Lead audits and assessments to ensure ongoing compliance.
- Prioritize features and enhancements based on customer feedback, market analysis, and business objectives.
- Drive the execution of the product roadmap, tracking progress and making adjustments as needed.
- Work closely with development teams to ensure the timely delivery of product releases.
- Lead and manage a team of project managers, product managers, delivery managers, compliance specialists, and business development professionals.
- Develop and maintain a high-performing delivery team by providing mentorship, coaching, and career development opportunities.
- Foster a culture of collaboration, innovation, and continuous improvement within the organization.
- Develop and manage budgets for the delivery, governance, and business development departments.
- Manage the department's budget, allocating resources effectively to meet project demands and strategic objectives.
- Ensure cost-effective delivery of products/projects/services and business development activities.
Skills & Qualifications
- The ideal candidate possesses extensive experience in software delivery, program management, and governance, with over 12 years of total work experience and a minimum of 7 years in senior leadership roles managing multi-regional project portfolios and significant budgets.
- Hold a bachelor's degree in computer science, engineering, business administration, or a related field, with a master's degree, such as an MBA or MPOD, strongly preferred.
- Professional certifications include PMP or equivalent (Prince2 Practitioner, PgMP), with additional credentials in governance, risk management, Agile/Scrum Master, and business analysis highly desirable.
- Demonstrate a consistent record of driving revenue growth through successful project execution and upselling within global accounts.
- Deep technical and domain expertise across the full software development lifecycle, including Agile (Scrum, SAFe, LeSS), Waterfall, and hybrid methodologies, along with hands-on knowledge of DevOps, CI/CD practices, and modern technology stacks such as Java and .NET microservices, cloud platforms (AWS, Azure, GCP), and container orchestration using Kubernetes.
- Highly proficient in governance and compliance frameworks, including PMI, COBIT, ITIL, ISO/IEC 27001, ISO/IEC 9001, and data privacy regulations such as GDPR and PDPA.
- Experienced in managing projects across multiple time zones, cultural contexts, and regulatory environments, ensuring consistency while allowing for local adaptation.
- Excels in leadership and interpersonal skills, with the ability to recruit, mentor, and retain high-performing teams across local and offshore centers.
- Adept at influencing C-suite executives and senior stakeholders, demonstrating strong negotiation skills to balance time, cost, scope, and quality.
- Communication skills are excellent, including the ability to convey complex governance and technical concepts to non-technical audiences and global clients.
- Proven track record of leading large-scale change initiatives, including methodology shifts, process overhauls, and tool implementations, with minimal disruption.
- Performance is measurable through key metrics such as timely project delivery, budget adherence, customer satisfaction, compliance with governance standards, team enablement and certification, employee engagement and retention, revenue contribution, and the implementation of process improvements, all reflecting strong leadership, technical acumen, and strategic business impact.
