HSE Specialist
About the job HSE Specialist
Job Purpose:
To oversee and implement health, safety, and environmental practices across all company operations ensuring compliance with applicable regulations and internal standards while promoting a safe and sustainable work environment.
RESPONSIBILITIES:
- Ensure compliance with local HSE laws, environmental regulations, and company standards
- Support implementation and maintenance of HSE Management Systems (ISO 45001 & ISO 14001)
- Participate in internal and external audits and ensure timely closure of findings
- Conduct risk assessments (HIRA/JSA/JHA) for operational and project activities
- Identify hazards and implement control measures following the hierarchy of controls
- Monitor effectiveness of mitigation measures and recommend improvements
- Perform routine and ad-hoc site inspections
- Monitor workplace conditions, equipment safety, and contractor activities
- Develop and track corrective and preventive actions (CAPA)
- Investigate incidents, accidents, and near-misses using structured methodologies (RCA, ICAM, 5-Why)
- Prepare detailed reports with actionable recommendations
- Analyze incident trends and KPIs to support continuous improvement
- Develop and maintain emergency response plans
- Coordinate and evaluate emergency drills
- Ensure readiness and inspection of emergency equipment
- Conduct HSE inductions and toolbox talks
- Promote safety awareness practices
- Support competency development in critical HSE areas
- Monitor environmental aspects (waste, emissions, pollution prevention)
- Ensure compliance with environmental permits and reporting requirements
- Support sustainability and environmental improvement initiatives
- Maintain accurate HSE documentation (policies, procedures, permits, records)
- Prepare periodic reports, dashboards, and performance metrics
- Ensure proper document control and accessibility
- Coordinate with project teams, contractors, and stakeholders on HSE matters
- Support client and regulatory inspections and audits
- Drive continuous improvement initiatives based on data and best practices
- Encourage reporting of unsafe acts and near-misses
JOB REQUIREMENTS:
Education
- Bachelor's degree in engineering, Business Administration
Experience
- 3 years of experience in HSE roles specially in oil & gas or construction fields
Languages
- Fluent in English (Written & Spoken)
Required Competencies
- Strong understanding of electrical hazards, high-voltage safety, and power plant operations.
- Proven experience in conducting risk assessments, audits, and safety training programs.
- Excellent communication and problem-solving skills.
- Proficient in HSE management systems and reporting tools.
- Certification in HSE (e.g., NEBOSH, IOSH, or equivalent) is a plus
