Position Overview:
The Senior Human Resources Specialist supports end-to-end workforce administration within the S3 Arabia PMO. This role is responsible for executing compliance-driven HR operations, including employee lifecycle management, government platform administration, and coordination with internal and external stakeholders. The ideal candidate brings strong knowledge of Saudi labor regulations, Qiwa-based employment processes, and expatriate workforce management, with a focus on accuracy, audit readiness, and operational execution. In accordance with Saudi labor regulations, all HR positions within the Kingdom of Saudi Arabia must be filled by Saudi nationals.
Key Responsibilities:
- Maintain complete, audit-ready employee records in alignment with KSA labor law and internal compliance standards
- Execute end-to-end onboarding and in-country transfers (Saudi & expat), including:
Qiwa contract creation and acceptance
Sponsorship transfer coordination
GOSI registration and updates
- Serve as the primary HR interface for government platforms, including:
Qiwa
General Organization for Social Insurance (GOSI)
Muqeem
Absher
- Manage employee lifecycle actions, including:
Recruiting. Localization, and other Talent Management Functions
Employee On-Boarding and Corporate Mandatory Employee Training
Leave administration (annual, sick, unpaid, special leave)
Probation, quarterly, and annual evaluation tracking/execution
Promotions, Bonuses, and Raises
Contract renewals and non-renewals
Final settlements coordination and out-processing execution
- Coordinate local recruitment and onboarding activities
- Support employee relations and disciplinary processes, ensuring documentation aligns with Saudi Labor Law and internal policy
- Assist with investigations, including documentation of employee statements and case file management
- Ensure all HR actions are properly documented, traceable, and audit-ready for internal and external compliance reviews
Minimum Qualifications:
- Bachelor's degree in Human Resources, Business Administration, or related field
- Minimum 2–3 years of HR experience in KSA, preferably supporting a mixed Saudi and expatriate workforce
- Strong working knowledge of:
Saudi Labor Law
Qiwa employment contracts and transfers
GOSI registration and compliance
Muqeem Resident Management
- Experience managing expatriate employment processes, including sponsorship transfers and Iqama coordination
- Ability to manage multiple HR transactions simultaneously in a fast-paced, compliance-driven environment
- Strong interpersonal skills with ability to work across multinational teams and leadership levels
- Problem-solving ability with a focus on execution and accuracy
- Proficiency in Microsoft Office (Excel, Word, PowerPoint)
- Experience with automated HR personnel actions and timekeeping systems (e.g., Deltek Costpoint preferred)
Preferred Qualifications:
- Bachelor's degree in Human Resources Management
- 4+ years of experience in government-compliant HR operations in KSA
- Experience supporting defense, aviation, or FMS programs
- Familiarity with multi-entity contract structures (e.g., Team GDC ME)
- Understanding of audit requirements (DCAA, ISO 9001) and documentation standards
Medical Examination: Candidates must successfully complete all mandatory medical examinations required to obtain employment.
Criminal Record: To qualify for a Saudi Work Visa, candidates must have a clean criminal record with no prior convictions, as specified by the Saudi Ministry of Foreign Affairs.
Drug and Alcohol Testing: Candidates must pass a drug test to be considered for employment. Additionally, our ATSS program enforces a random drug and alcohol testing policy. Employees will be subject to periodic testing to maintain adherence to our workplace standards and safety regulations.
