Job Title:
Permitting & Local Relations Advisor
Purpose: to support the implementation of permitting activities & compliance aspects for projects in RoK; to ensure proper development of permitting packages/applications and timely submission to the RoK regulatory authorities for review and approval processes; to follow land acquisition process from the beginning till final resolution to make sure timely obtainment of the land for project execution.
Accountabilities and Responsibilities:
- Support the permitting process in projects related to renewable energy industry.
- Collection of engineering and other input data with all involved departments and contractors for all permitting packages.
- Submit applications on projects for review, including submission through governmental service electronic Portals and liaise with Regulatory officials to ensure that all available permits are in the appropriate status and steps in the approval process.
- Preparation and approval of all documentation for land obtainment process with Land authorities and registration of property rights.
- Track interactions and correspondence with external regulatory stakeholders.
- Communicate with internal Companys departments and contractors with regards to account status of permitting packages and approvals.
- Study and maintain current and new legislative information on permitting requirements within assigned projects.
- Oversee ongoing reports and filings with state agencies regarding routine regulatory compliance issues.
- Ensure the schedule of permitting is on track following all milestones and is reliable and achievable.
- Track interactions with external public and governmental stakeholders.
- Collaborate with management to devise efficient strategies guaranteeing that the company strictly follows regulatory compliance framework and conditions of obtained permits.
- Specify internal regulatory policies and regularly monitor compliance.
- Interact under the supervision with authorities, partners, international organizations, contractors and other stakeholders as requested.
- Contribute to analysis on market intelligence, legislation improvement, business development and strategy.
Qualifications & Experience:
The job holder must have:
- High University degree in technical area.
- At least 3 years experience in similar position (permitting, regulatory compliance, approvals and consents, land management, regulation and standards).
Required Competencies and Skills:
- Technical understanding of electricity and renewable energy sectors.
- Understanding of permitting & authorization process for power sector.
- Knowledge and experience of land acquisition processes in Republic of Kazakhstan.
- Knowledge of Kazakhstani administrative environment, with particular reference to the energy generation, transmission and distribution sector.
- Digital technology skills for working with online governmental services electronic Portals.
- Good interpersonal & communication in order to be able to communicate efficiently both with the Kazakhstani authorities and revert information back to colleagues.
- Strong written communication skills in order to be able to prepare high level documents and presentations with minimal supervision.
- Proactive attitude and solutions oriented, with a keen sense of follow up in order to achieve objectives quickly and efficiently.
- Loyal and trustworthy individual, dedicated to achieving the best results for the business.
- Skilled analytics capacities related to authorization requirements and compliance with regulators.
- Ability to work well with others.
- Good verbal and written English and Kazakh language.
Working Conditions:
Office based, 5/2 scheduled work with business trips around KZ and abroad, when required.
