Position/Job Title: HR Specialist

Work Schedule: Atyrau 5/2 

Education: Higher or secondary professional education in the following fields

  • Human Resource Management;
  • Law;
  • Economics;
  • Management.

Work Experience:

  • Experience in HR administration for at least 2–3 years (depending on the position).
  • Experience in the oil and gas industry or at production enterprises is preferred.

Professional Knowledge:

  • Labor legislation.
  • Procedures for hiring, transferring, and terminating employees.
  • Personnel records management.
  • Military registration.
  • Timesheet and working time accounting.
  • Administration of business trips and rotational work arrangements.
  • Preparation of reports for government authorities.
  • Experience with HR software (e.g., 1C ERP and others).
  • Knowledge of the Labor Legislation of the Republic of Kazakhstan.
  • Knowledge of personnel records management and working time accounting procedures.
  • Skills in detailed timesheet management for well workover crews, taking into account actual hours worked, rotational work schedules, overtime, downtime, and other categories of working time.
  • Understanding of the organizational structure of well workover divisions.
  • Knowledge of occupations, qualification grades, and requirements according to the Unified Tariff and
  • Qualification Directory of Jobs and Occupations of Workers (ETKS).
  • Understanding of the relationship between employee qualification requirements in well workover operations and the complexity category of work as well as well depth.
  • Skills in tracking personnel movement across workover sites and crews.
  • Skills in personnel budget planning and control.
  • Participation in the preparation of annual and quarterly personnel expense budgets.
  • Maintaining records and preparing documentation for employee financial assistance.
  • Monitoring compliance with internal policies and procedures regarding financial assistance payments.
  • Preparation of analytical data and reports on personnel costs, social benefits, and financial assistance.
  • Interaction with the Accounting Department regarding the payment of financial assistance, compensation, and other social benefits.
  • Tracking expenses related to training, business trips, medical insurance, and other employee social programs.
  • Experience with budget requests, expense approvals, and budget execution control within the department.
  • Experience working with the Enbek.kz portal.

  • Knowledge of key well workover professions (Well Workover Driller, Assistant Driller, Hoist Operator, Special Equipment Driver, etc.).
  • Understanding of employee qualification grade assignment and confirmation procedures.
  • Ability to verify employee qualifications against ETKS requirements during hiring, transfer, and certification processes.
  • Experience in maintaining working time records for production divisions of oilfield service companies.
  • Skills in preparing reports on headcount, hours worked, and production sites.
