The world is facing a severe labor shortage. High-income countries are projected to experience a cumulative workforce gap of 40–50 million people by 2030, expanding to 120–160 million by 2040. This shortfall spans several sectors, including healthcare, education, and industrial labor.

Meanwhile, India's migrants generate over $129 billion in remittances annually—equivalent to 3% of GDP—surpassing any single sector of India's merchandise exports. Yet, while migrants constitute about 1.3% of India's population, this share is significantly lower than comparable countries like Mexico, the Philippines, or Bangladesh, pointing to untapped potential.

The Global Access to Talent from India (GATI) Foundation is a non-profit dedicated to advancing global labor mobility and positioning India as a leader in skilled overseas employment through ethical, structured, and circular migration. By bringing together governments, businesses, and civil society, GATI aims to address structural barriers—including visa restrictions, accreditation hurdles, and financial constraints—and enable seamless, responsible migration.

We are looking for a Program Manager to be a part of the Program Solutions & Design teama team that works on conducting in-depth & dipstick research and designing implementable solutions on key areas that affect GATI's operations and impact across the board.

About the Role

We are looking for a Program Manager to be part of the Program Solutions & Design team, with a specific focus on financing-related interventions.

This role will work at the intersection of program design, financing structures, and ecosystem coordination, supporting GATI's efforts to unlock access to appropriate financing for candidates pursuing overseas employment, as well as the Global Skills Mobility ecosystem.

The role will involve working closely with financing partners (NBFCs, banks, fintechs),internal program teams, and government stakeholders to design, operationalize, and scale financing solutions.

The role may also involve supporting us on programmatic areas outside of Financing, as well as in org-related initiatives.

Key Responsibilities

1. Financing-Focused Program Design

  • Diagnose constraints related to financing across migration pathways
  • Support design of financing models (e.g., candidate loans, blended finance structures, guarantee-linked models)
  • Translate financing structures into implementable program workflows

2. Partner & Ecosystem Management

  • Engage with financing partners (NBFCs, banks, fintechs) to align products with program needs
  • Support identification, onboarding, and management of financing partners
  • Troubleshoot operational challenges across partners and geographies

3. Program Execution & Integration

  • Coordinate rollout of financing solutions across states and programs
  • Work closely with mobilization, skilling, and placement teams to integrate financing into candidate journeys
  • Ensure seamless last-mile delivery from awareness to disbursement

4. Data, Tracking & Insights

  • Track key metrics such as application rates, approval rates, drop-offs, and uptake
  • Generate insights to refine financing products and improve conversion
  • Support development of dashboards and reporting systems for financing programs

5. Knowledge & Ecosystem Building

  • Contribute to development of knowledge materials on financing models and best practices
  • Support engagement with government stakeholders on financing-linked schemes and instruments
  • Contribute to broader efforts such as design of guarantee funds and other systemic interventions

Required Qualifications, Skills and Abilities

Experience:

  • 3 to 5 years of work experience in:
  • Consulting / high-growth environments with exposure to finance, or livelihoods, OR
  • Impact finance / financial inclusion / fintech / NBFC roles, OR
  • Development sector roles involving financing, skilling, or livelihood programs

Educational Background:

  • Undergraduate or master's degree from a top-tier institution
  • Mandatory: Demonstrated academic or professional exposure to finance, economics, public policy, or related analytical disciplines
  1.   This could be through formal education (e.g., Economics, Finance, Business, Public Policy), or
  2.   Through work experience involving financial models, credit products, or financing programs

Skills:

  • Strong analytical and problem-solving skills, with ability to structure ambiguous problems
  • Ability to understand and simplify financial products into implementable programs
  • Strong program management and stakeholder coordination skills
  • Comfort working with data (Excel; basic financial or analytical modeling preferred)
  • Excellent written and verbal communication

Good to Have:

  • Exposure to credit products, loan processes, or underwriting logic
  • Experience working with government schemes or blended finance structures
  • Familiarity with financial inclusion or livelihood financing ecosystems
