The world is facing a severe labor shortage. High-income countries are projected to experience a cumulative workforce gap of 40-50 million people by 2030, expanding to 120-160 million by 2040. This shortfall spans healthcare, education, industrial labor, and other key sectors.

The Global Access to Talent from India (GATI) Foundation is a non-profit dedicated to advancing global labor mobility and positioning India as a leader in skilled overseas employment through ethical, structured, and circular migration. By bridging governments, businesses, and civil society, GATI seeks to remove systemic barriers (visa restrictions, accreditation hurdles, financial gaps) and enable responsible, large-scale mobility.

Our priorities include building migration corridors, aligning worker accreditation with global standards, unlocking financial access, and strengthening worker welfare.


Role Overview

The SPA will support GATI Foundations mission to create safe, ethical, and aspirational overseas employment pathways in Maharashtra through supporting design and execution of multi-dimensional programs. The role blends research, program coordination, field engagement, and stakeholder management, requiring a balance of analytical and on-ground problem-solving.


Key Responsibilities

Program Implementation & Coordination

  • Collaborate with state departments, district administrations, and local institutions (ITIs, skill centers) to roll out talent mobilization programs.
  • Coordinate with internal and external teams to ensure alignment across workstreams (research, communications, employer engagement, and skilling).

Research & Insights

  • Conduct on-ground supply and demand research to map trades, skills availability, and migration trends.
  • Gather data and insights from local ecosystems to inform program design and state strategy.

Community & Partnerships Activation

  • Engage with private ecosystem players such as recruitment agencies, skilling and language institutes etc to further program goals
  • Support the design and execution of creative, culturally resonant campaigns that inspire youth and their families to consider overseas employment.
  • Organize and manage job fairs, workshops, and mobilization events in collaboration with government and industry partners.
  • Drive digital and on-ground engagement to promote awareness about safe, ethical, and rewarding global opportunities.

Pilot Design & Execution

  • Co-execute pilot models that prepare candidates for global demand (language, certification, pre-departure readiness).
  • Bring fresh, state-contextualized ideas to enhance outreach, counseling, and mobilization strategies.

Monitoring & Knowledge Sharing

  • Track outreach and mobilization progress through defined indicators.
  • Capture case studies, success stories, and operational learnings for cross-state replication.
  • Support documentation and reporting for internal and external stakeholders.


Candidate Profile

  • Bachelors degree in Management, Social Sciences, Public Policy, or related fields (Masters preferred).
  • 2–3 years of experience in executing skilling, placement and labour markets programmes.

  • Proficiency in Hindi and English
  • Strong interpersonal, communication, and facilitation skills.
  • Analytical and creative problem-solving mindset.
  • High ownership, adaptability, and willingness to travel extensively within the state.
