About Air Pollution Action Group

Air Pollution Action Group (A-PAG) was set up in 2019 by Ashish Dhawan (Founder and Chairperson, Ashoka University and Central Square Foundation), Mohit Beotra (previously Chief Brand Officer of Airtel) and Captain Ashish Jacob (retd Indian Naval Officer).

A-PAG is focused on the strategic implementation of solutions to combat air pollution and has created a niche for itself within the broader ecosystem in the last 3 years. During this time, A-PAG has made significant progress in its quest with a focus on supporting the Governments at the national & state level. Some of the major programs at A-PAG is driving are:

1. A-PAG has worked on several programs in Delhi. Currently, we are engaged with the MCD and the New Delhi Municipal Council on a massive program aimed at dispersed sources. This covers all 250 wards across the city as well as the area under NDMC.

2. In Uttar Pradesh (UP) we are retained by the UP-Pollution Control Board (UPPCB) to help reduce air pollution in the state. We have launched our 1st initiative in Lucknow and are planning on expanding our base in the state.

3. In Punjab, A-PAG is supporting the government to combat stubble burning. Our efforts are focused on convincing farmers to adopt alternative in-situ solutions.

4. A-PAG has just launched an initiative covering Patna, Muzaffarpur and Gaya. This is part of our program with the Bihar State Pollution Control Board (BPSCB) to address air pollution across the state.

All our support to the Government is offered on a pro-bono basis.

About the Program

The Traffic Decongestion Program is a multi-agency initiative aimed at reducing congestion across major intersections and corridors through data-driven planning, operational improvements, coordinated enforcement, and targeted infrastructure interventions. The program works closely with District Administrations, Traffic Police, Municipal Corporations, PWD, Transport Departments, and other urban agencies to design and
implement congestion-reduction strategies.

About the Role

A-PAG is seeking a highly motivated Program Associate / Program Manager (24 years of experience) with a strong foundation in traffic engineering, transport modelling, urban and transport planning, and spatial analysis. The role requires a balance of analytical rigor and on-ground execution. You will be responsible for simulating traffic scenarios, managing field-level 
coordination with government stakeholders, and converting complex transport & spatial datasets into clear, evidence-backed recommendations for government decision-makers.

Key Responsibilities

The selected candidate shall be responsible for end-to-end management and execution programs. Key responsibilities will include the following:

1. Transport Modelling & Simulation
- Build, calibrate, and run micro-simulation models to test junction geometry, traffic flow changes etc via using VISSIM/VISUM to validate recommendations before implementation
- Analyse raw video footage and plug it into modelling workflows to quantify
congestion impacts and improvements.

2. Spatial Analysis & Data Interpretation

- Lead GIS-based hotspot analysis using ArcGIS or QGIS
- Layer multiple datasets such as TVC counts, Speed data, land use, road geometry, bottleneck typologies to uncover root causes for congestion point.
- Build spatial dashboards, congestion maps, and geospatial insights for key decision making
- Translates complex modelling results into persuasive visual narrative (maps,
videos, simulations, before-after models)
- Preparation of scenario comparisons, impact forecast/assessment, and evidence-based recommendations.

3. Intervention Design & On-Ground Deployment
- Conduct and supervise field visits, drone surveys, queue-length studies, speed profiling, video-based analytics and road inventory assessments
- Map on-ground issues related to geometry, enforcement, parking, IPT, encroachment and urban design.
- Develop actionable, technically validated congestion-reduction plans backed by modelling and GIS aligned with agency roles and feasibility.
- Support on-ground deployment of approved interventions through coordinated action with District Administration, Traffic Police, PWD, MCD/ULBs and others.
- Monitor progress through pre/post data, speed analytics, drone footage and
modelling -based KPIs.
- Facilitates meetings, manage surveyors, track follow-ups and oversee on-ground implementation of recommendation
- Prepare reports, presentation and documentation for reviews and scale-up

Eligibility

1. Bachelors or a Masters degree (preferred), from tier - 1 institutes in Transport Planning,
Traffic Engineering, Urban Planning, Transport systems management, Urban
Management, as a specialisations, or relevant fields.
2. 2-4 years of work experience in roles involving transport modelling, traffic operations, GIS
analysis, or urban mobility projects.
3. Experience working with government agencies is preferred.
4. Ability to analyze video footage, TVC data, drone surveys, and traffic patterns

Skill Sets Required

1. Strong understanding of urban/transport planning and traffic operations.
2. Proficiency in transport modelling tools (e.g. VISSIM, VISUM, Aimsun or similar) and
spatial tools (ArcGIS/QGIS) is highly desirable.
3. Proficiency in data analysis (TVC, speed data, drone footage) and MS-Office suite is must
4. Excellent communication, coordination, and stakeholder management skills.
5. Ability to work in fast-moving, multi-agency environments.
6. Strong problem-solving orientation and attention to detail.
7. Comfortable with extensive fieldwork during peak hours.
