State-level Project Management Unit (PMU)

Position: PMU with HUDD, Govt. of Odisha

Reporting to: Associate Director, A-PAG; working in coordination with Additional Secretary, HUDD
Location: HUDD, Govt. of Odisha, Bhubaneswar

Role Objective

The State-level PMU will be responsible for end-to-end coordination, implementation, monitoring, and review of the Dispersed Sources Program (DSP) in close collaboration with the state HUDD, the Municipal Commissioners of various Nagar Nigams and A-PAG. The role will also involve supporting HUDD with air pollution-related initiatives in alignment with the NCAP and SCAP objectives, as required.

Key Responsibilities

  1. Stakeholder Coordination and Capacity Support
    1. Report to HUDD on the implementation of air pollution mitigation programs initiated by A-PAG.
    2. Coordinate with Municipal Commissioners, Environmental Engineers, and city-level Implementation PMU teams for a smooth flow of information and timely reporting.
    3. Conduct review meetings (physical or virtual) with city-level teams on a periodic basis.
    4. Provide technical and process-related guidance to help city PMUs improve data quality, prioritization, and implementation speed.
  2. Program Initiation:
    1. Meet Municipal Commissioners and onboard them to the program based on the directives of the HUDD Department
    2. Facilitate nomination of a city-level SPOC at the Municipal Corporations in close coordination with City MCs for provisioning program prerequisites articulated above, utilizing existing manpower/resources.
    3. Facilitate retrofitting of existing city based IT apps with Air Pollution modules
    4. Supporting city administration for hiring the PMU team and surveyors
    5. Capacity building for city-level resources for on-ground program implementation and support.
    6. Supporting city administration in preparation of route maps and survey planning.
    7. Supporting program rollout and city-level review in first few weeks of program initiation.
    8. Ensuring city-level PMUs maintain updated and verifiable records using IT/MIS and GIS platforms.
  3. City-Level Progress Assessment
    1. Monitor progress on the redressal of such identified sources based on city submissions, stakeholder interactions, and field-level observations.
    2. Evaluate monthly and quarterly progress reports submitted by city-level PMUs.
    3. Develop structured formats for progress tracking and assessment in alignment with NCAP indicators.
    4. Create comparative city performance dashboards and scorecards for the UDD to support decision-making.
  4. Field Verification and Ground-Truthing
    1. Design and implement sampling protocols for on-ground verification of reported actions and site conditions.
    2. Conduct independent spot-checks and third-party validations to assess the quality and consistency of implementation.
    3. Flag discrepancies and provide corrective recommendations to city-level PMUs and Municipal Corporations and UDD.
  5. Data Management, Analytics and Reporting
    1. Establish systems to collect, clean, and analyze implementation data across all cities.
    2. Generate monthly and quarterly analytical reports highlighting trends, gaps, best practices, and areas of concern.
    3. Support HUDD in preparing presentations and reports for review by state leadership, MoEFCC, and allied agencies.
  6. Knowledge Management and Documentation
    1. Document case studies, success stories, and innovative practices from across cities.
    2. Develop guidance notes and templates for city-level replication of effective interventions.
    3. Maintain a central repository of reports, verification findings, and implementation records.

Required Qualifications & Skills

    • Overall 7-10 years of experience in stakeholder management, implementation and/or policy research
    • Ability to work closely with government officials and multiple departments is a MUST
    • Minimum 2-3 years of experience in environment or air pollution-related space, urban governance, municipal programs, or project management is desirable (experience in implementing air pollution and/or environment-related programs in urban settings will be preferred)
    • Strong coordination, communication, and reporting skills.
    • Working knowledge of dashboards, MIS, and basic data analysis.
    • Should be fluent in English and Odia
