Position Summary and Context:
The Programme Manager will play a core execution and coordination role within TCFs Research & Strategy Unit supporting the Government of Bihar. Working under the guidance of the Programme Lead, the Programme Manager will be responsible for driving day-to-day engagement with line departments, supporting the design of sectoral strategies, and ensuring follow-through on priority reform initiatives.
The role requires a balance of analytical rigour and execution capability—supporting policy research, synthesising evidence, coordinating with expert partners, and tracking implementation progress on high-priority projects. The Programme Manager will also act as a bridge between government departments and TCFs portfolio organisations, ensuring that the right expertise is mobilised at the right time.
This position is well-suited for a candidate who enjoys problem-solving in complex government settings and is motivated by the opportunity to contribute directly to a states growth and governance agenda.
Ideal Candidate Profile:
5+ years of relevant work experience in public policy, development consulting, government advisory, think tanks, multilaterals, or philanthropy
Prior experience engaging with government departments or supporting government-led programs is strongly preferred
Strong analytical skills, including experience with policy analysis, data interpretation, and preparation of strategic notes and presentations
Demonstrated project management skills—ability to manage multiple workstreams, timelines, and stakeholders simultaneously
Comfort working in ambiguous environments and adapting to evolving government priorities
Strong coordination and stakeholder-management capabilities, including working with senior officials, domain experts, and partners
Excellent written and oral communication skills in English; working knowledge of Hindi is an advantage
Masters degree in public policy, economics, management, development studies, or a related field preferred
