JOB PURPOSE
HSE Manager has the responsibility for the management of the HS issues and contributes to the application of effective Health and Safety Plan, procedures by providing all the necessary technical support to the HS Specialist. He implements and coordinates safety programs, requiring application of engineering principles and technology, to prevent or correct unsafe health and safety working conditions.
KEY ACCOUNTABILITIES:
- Conducts HSE Internal audits and inspections.
- Ensure closure of any HSE related non-compliances identified through audit or inspection processes.
- Devise and implement Project Emergency Response Plan ERP.
- Conducts HSE presentations and training to employees as required, transmitting knowledge from the HS Specialist and project key figures.
- Assists work site personnel in development of necessary documentation.
- Assists in compliance reviews, general risk assessments and other safety assessments to support Health, Safety
- management.
- Maintains relevant HSE documentation.
- Assists in the compliance of applicable laws and regulations.
- Prepares applicable HSE reports as necessary.
- Provides assistance and advice on HSE issues to make recommendations to facility management.
- Participates in detailed incident investigations.
- Promotes incident prevention for the benefit of employees and visitors.
- Maintains positive and proactive relations with managers and employees, as well as customers and regulatory agencies.
- Promotes a positive Company image during the course and scope of the performance of these duties.
- Performs and assumes other duties and responsibilities as may be required by supervisor, subordinates and colleagues.
- Establish and maintain a Project HSE legal register and evaluate compliance periodically.
- Liaises with operations staff to ensure effective use of best practice to Project Management, Employers / Employers
- Representatives, and consistency in approach to HSE activities.
- Perform other related duties as required and assigned.
- Qualifications:
- Bachelors degree in, engineering, or related field.
- 8+ years experience in civil engineering or transportation planning.
- Strong knowledge of Excel, PowerPoint, and Word,and Microsoft project/Primavera.
- Demonstrated experience in developing presentations, spreadsheets, and other supporting documents.
- Excellent organizational and analytical skills.
Independence of work:
The ability to work independently and with minimum supervision is of utmost importance. The incumbent must exercisesound judgement and refer to staff. The incumbent applies company established policies. However, judgement and personalinitiative are required to deal with unexpected queries.
