Role Overview

Willowglen Services is seeking a Senior PLC Engineer to lead the end-to-end delivery of control system projects across water/utilities infrastructure, process automation, and government-tendered works. The successful candidate will operate as the technical lead on assigned projects — owning the full lifecycle from control philosophy through to client handover — and will provide guidance to junior engineers and technicians within the team.

Key Responsibilities

  1. Lead development of control philosophy, cause-&-effect matrices, and I/O lists from P&IDs and client specifications.
  2. Produce and review panel GA drawings, wiring diagrams, cable schedules, and termination drawings (AutoCAD/EPLAN).
  3. Drive hardware selection — PLC/RTU, I/O modules, HMI, PSU, relays, signal isolators, surge protection, UPS, fans/filters — and prepare BOM for procurement.
  4. Program PLCs (LD/FBD/ST/SCL) including interlocks, sequences, alarm management, and safety logic.
  5. Integrate field devices and drives — analog 4–20 mA, DI/DO, pulse, VFDs, soft starters — and configure drive parameters.
  6. Implement and troubleshoot industrial communication protocols: Modbus RTU/TCP, DNP3, EtherNet/IP, PROFINET, PROFIBUS, OPC UA.
  7. Develop HMI/SCADA applications including graphics, trends, alarms, data logging, and historian integration.
  8. Lead FAT preparation and execution — I/O simulation, fail-safe testing, client witness sign-off, and FAT documentation.
  9. Plan and manage SAT/loop checking, punch-list closure, and cutover/rollback plans in live operating plants.
  10. Troubleshoot field instrumentation signals, network issues, and control sequences; optimise scan cycle and alarm management post-commissioning.
  11. Maintain and deliver complete as-built documentation, O&M manuals, spares lists, and training materials for client handover.
  12. Track project schedule, materials, and costs; coordinate with procurement, vendors, civil/MEP teams, and report progress to Project Manager.
  13. Mentor and guide junior engineers and technicians during project execution and commissioning phases.
  14. Serve as primary technical point of contact for clients during delivery, testing, and commissioning.

Minimum Requirements

  • Diploma or Degree in Electrical, Electronics, Mechatronics, or Control & Instrumentation Engineering
  • Minimum 5 years of hands-on experience in PLC/HMI project delivery, with at least 2 years in a lead or senior engineer capacity
  • Demonstrated experience in water/utilities, process automation, or government infrastructure projects
  • Advanced proficiency in at least one major PLC/HMI stack: Schneider M580/SCADAPack + EcoStruxure/Control Expert; or Allen-Bradley ControlLogix/CompactLogix + Studio 5000/FactoryTalk; or Siemens S7-1200/1500 + TIA Portal/WinCC
  • Ability to independently read and produce P&IDs, single-line diagrams, wiring schematics, and loop drawings
  • Proficient in Modbus RTU/TCP and DNP3; working knowledge of VLAN/IP addressing and industrial networking
  • Strong documentation discipline — FAT/SAT procedures, FDS, as-built drawings, handover packs
  • Demonstrated ability to manage client relationships, coordinate with multidisciplinary teams, and deliver projects to schedule
  • Singapore Citizen, Permanent Resident, or Malaysian national with valid Singapore work rights

Preferred

  • Experience with panel fabrication and wiring (personally or in close supervision)
  • Exposure to government tender projects (PUB, LTA, BCA, or equivalent)
  • Familiarity with AVEVA Plant SCADA, Iconics Genesis64, WinCC OA, or Vijeo Designer
  • Knowledge of functional safety standards (IEC 61508/61511)
