The Opportunity
We are partnering with a mission-focused organization to identify a Deputy Program Manager (SF) supporting a Maryland customer delivering Cross Domain Solutions (CDX). This role offers the opportunity to help lead mission-critical programs that enable secure information sharing across multiple security domains—balancing operational tempo with disciplined program execution across cost, schedule, performance, and compliance.
Job Overview
The Deputy Program Manager is responsible for supporting (and in some areas leading) the successful execution of a complex government contract, ensuring performance against cost, schedule, and technical objectives. You will serve as a key liaison to government stakeholders (CO, COR, Government PM) and contractor leadership; drive integrated planning and execution; oversee program controls, reporting, and risk management; and rapidly mobilize cross-functional teams to resolve issues and sustain mission outcomes.
Key Responsibilities
Contract Execution, Performance & Stakeholder Leadership (25%)
- Support successful cost, schedule, and performance execution of the contract.
- Serve as a primary interface to the CO, COR, Government PM, and contractor senior management.
- Ensure cross-discipline integration across the contract to meet Government needs.
- Communicate issues and solutions to Government leadership in a timely and transparent manner.
Program Controls, Financial Oversight & Earned Value (25%)
- Review and approve earned value artifacts, ETC, funds, and man-hour expenditure reports, and other financial deliverables as required.
- Review and propose the Integrated Program Baseline (or resource-loaded schedule) to the Government.
- Review and allocate management reserve within contractual limits.
- Monitor schedule and financial data, ensuring accurate reporting and proactive mitigation of variance drivers.
Planning, Risk Management & Quality Assurance (20%)
- Contribute to program efforts, including cost management/avoidance, schedule estimation/tracking, performance management, and quality assurance activities.
- Review risks and mitigation plans; allocate budgets to support risk reduction activities.
- Ensure tasks necessary for efficient contract execution are performed to standard and on time.
- Provide contractor input to QASP reviews and/or Award Fee reviews, as appropriate.
Resource Allocation & Workforce Readiness (15%)
- Allocate resources (staffing, facilities, budgets) to ensure contract objectives are met.
- Ensure timely recruitment and training of program staff (direct and indirect).
- Rapidly assemble and direct cross-disciplinary teams to address urgent or unexpected cost, schedule, or technical issues.
Technical Communication & Acquisition Support (15%)
- Direct technical resources and report progress, issues, and problem areas; write and review technical documents as required.
- Ensure compliance with regulatory and administrative requirements in coordination with contracts staff.
- Assist the Government PM with statutory acquisition report inputs and responses to Congressional Questions for the Record (QFRs).
- Coordinate preparation of Engineering Change Proposals (ECPs) and value engineering proposals.
Job Scope
This role supports a high-tempo, mission-critical environment where cross-domain capabilities and security requirements demand precise program controls, strong stakeholder engagement, and rapid, coordinated response to emerging risks. Success is measured by performance against baseline, transparency and accuracy of reporting, effective integration across teams/vendors, and consistent compliance with acquisition and contract requirements.
Skills & Experience
Minimum Qualifications
- U.S. Citizenship required.
- Security Clearance: TS/SCI with Poly (required).
- Education/Experience: Bachelor's degree with 9 years of experience OR High School Diploma with 15 years of experience as a program/project manager managing programs/contracts of similar scope, type, and complexity.
- Certification (Required): PMP, FAC-P/PM (Senior Level), or DAWIA Level III (Program Management).
- Cross Domain Experience: CDX experience required.
- Direct experience managing multi-task contracts and subcontracts of varying type/complexity; proven success leading in a multi-vendor environment.
- Strong knowledge of FAR, DFARS, DoD 5000 series, and ICD 801 policies.
- Demonstrated experience with requirements analysis, resource allocation, project costing, deliverable tracking, schedule/financial monitoring, and executive-level reporting.
Preferred Qualifications
- Experience supporting mission systems, cyber, or multi-domain programs with high visibility and strict security constraints.
- Strong background in baseline management, risk burn-down planning, and corrective action execution.
- Proven ability to lead through ambiguity and drive outcomes under aggressive timelines.
