Key responsibilities

General Responsibilities:

Talent Development & Brand Manager is responsible for contributing to the design and delivery of employees, organizational development and change management, competency development and succession planning in support of Cambodia Airports business goals. He/she will be also responsible for promoting the internal communication, employer branding, talent acquisition and development.

Specific Responsibilities:

Recruitment Campaign Management:

Develop and measure the quality and number of channels used to attract new talent;

Be business partner with HR managers to develop effective sourcing and recruitment strategies;

Develop and implement creative and innovative sourcing strategies and techniques to build a pipeline of qualified candidates;

Manage full recruitment processes to fulfill the job vacancy across all levels within the company;

Work with hiring managers and interview panels to ensure that the job requirements and expectation are clearly understood and the candidates are assessed against the appropriate criteria;

Work closely with hiring managers to maximize the effectiveness of recruitment process;

Develop strong relationship with recruitment agencies to recruit the key positions;

Participate actively in the coordination of onboarding processes and arrangement of required induction training for the successful candidates.


Contribute research, analysis and ideas to the organizational development initiatives and appropriately integrate and align the initiatives with strategic and business goals;

Research and assist in the development of training programs that focus on enabling the employees to achieve improvements with priority of Headquarters and Business Unit concerns;

Manage the curriculum development of Cambodia Airports core training module; Monitor the progress of training efforts in the airports through regular reports, maintain all training records and prepare the statements and reports as required;

Monitor and review training implementation with HR BU on regular basis;

Recommend learning strategies and technique that are targeted for specific departments in the aims of increasing efficiency and effectiveness in the department;

Conduct corporate training courses according to the group policy;

Create monitoring strategies to ensure post training effectiveness.

Internal Communication:

Create internal HR communication plans that engage and promote employee experience;

Work with Communication and PR Director to ensure effective communication to build staff engagement.

Annual Appraisal Management and Employee Retention:

Support specific performance improvement initiatives, for example through the implementation of a new competency framework ranging from job, core, management and leadership competencies;

Identify opportunities for employees and organizational performance improvement through undertaking internal diagnosis, process reviews in order to understand barriers and offer possible solutions;

Develop, initiate and maintain effective programs for employee engagement, retention and succession planning;

Coordinate the contributions of concern managers to ensure effective implementation talent management and succession planning program.

Employer branding:

Work alongside with Communication Department to design, execute and maintain the employer branding strategy;

Manage leadership conferences and career fairs.

Partnership/relationship with educational institutions:

Establish networking to source talent and build corporate partnership with the professional and educational organizations.


  • Bachelors Degree in Management/Education or other HR related fields;
  • Excellent influencing and interpersonal skills with people at all levels internally and externally;
  • Strong coaching/mentoring skills;
  • Change management skills;
  • Strong analytical and problem solving skills;
  • Effective planning and project management skills with the ability to set and work to (personal, team and Budget) deadlines;
  • The ability to engage, conduct diagnosis, analyze findings, generate options and build commitment to solutions;
  • Proven teaching experiences;
  • Proficiency with MS and Outlook, E-learning software and/or knowledge of authoring tool or instructional design is an asset;
  • Proven proficiency in spoken and written both English and Khmer;
  • Ability to adapt in a dynamic fast-paced work environment.

Salary range

USD 1500-$1600


  • Monthly Allowance: USD $150
    13th month bonus: 1-month basic salary
    Performance bonus: based on evaluation results
    Annual leave: 21 days
    Medical care+ Life Insurance+ NSSF
