JOB SUMMARY 1 PRIMARY RESPONSIBILITIES:
- The Human Resources Department Head is generally tasked to ensure that all policies, guidelines, procedures and internal controls set by the management and other regulatory bodies are complied with and undertaken by the department.
- The Human Resources Department Head is generally responsible in bank-wide process in relation to administering, guides, and manages the overall provision Human Resources services, policies, laws and program of the bank.
- The Human Resources Department Head shall ensure adherence to existing internal control procedures while maintaining the highest quality of service.
SPECIFIC DUTIES AND RESPONSILJBITIES:
Management:
- Designs, directs and manages a bank-wide process of organization development that addresses issues such as succession planning, superior workforce development, key employee retention, organization design, and change management.
- Manages employee communication and feedback through such avenues as company meetings, suggestion programs, employee satisfaction surveys, newsletters, employee focus groups, one-on-one meetings, and Intranet use.
- Directs a process of organizational planning that evaluates company structure, job design, personnel forecasting throughout the company, evaluates plans, changes to plans and makes recommendations to executive management.
- Identifies the organization's culture that supports the attainment of the bank's goals and promotes employee satisfaction's culture that supports the attainment of the company's goals and promotes employee satisfaction.
- Leads a process of organization development that plans, communicates, and integrates the results of strategic planning throughout the organization.
- Manages the bank-wide committees including the wellness, training, environmental health and safety, activity, and culture and communications committees. Operation: Development of the HR Department:
- Develops and monitors an annual budget that includes Human Resources services, employee recognition, events and sports teams support, company philanthropic giving, and administration.
- Conducts a continuing study of ail Human Resources policies, programs, and practices to keep management informed of new developments.-
- Directs the preparation and maintenance of such reports as are necessary to carry out the functions of the department. Prepares periodic reports for management, as necessary or requested, to track strategic goal accomplishment.
- Develops and administers programs, procedures, and guidelines to help align the workforce with the strategic goals of the company.
- Participates in committee, management team, and bank's personnel meetings and attends other activities and seminars (internal and external).
- Oversees the implementation of Human Resources programs through "Human Resources Personnel" (HRP), monitors administration to established standards and procedures and identifies opportunities for improvement and resolves any discrepancies.
- Oversees and manages the work of reporting and encourages the ongoing development of the HRD Hiring and Placement of Employee:
- Establishes and leads the standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce.
- Interviews supervisory and managerial level candidates and serves as interviewer for position finalists. For executive candidates preliminary interview must obtain prior to endorsement at Board of Directors Compensation and Benefits:

- Establishes the company wage and salary structure, pay policies, and oversees the variable pay systems within the company including bonuses and raises.
- Leads competitive market research to establish pay practices and pay bands that help to recruit and retain superior personnel.
- With the assistance of the Chief Finance Officer, obtains cost effective, employee serving benefits for options and cost savings.
- Leads the development of benefit orientations and other benefit training.
- Defines all Human Resources training programs, and assigns the authority / responsibility of Human Resources and managers, within those programs and provides necessary education and materials to managers and employees including workshops, manuals, employee handbooks, and standardized reports.
- Leads the implementation of the performance management system that includes performance development plans (PDPs) and employee development programs.
- Establishes an in-house employee training system that addresses company training needs including training needs assessment, new employee orientation or on-boarding, management development, production cross training, the measurement of training impact, and training transfer.
- . Employee Relations:
- Partners with management to communicate Human Resources policies, procedures, programs and laws.
- Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
- Advices managers and supervisors in the progressive discipline system of the company and monitor the implementation of a performance improvement process with non-performing employees.
- Reviews, guides, and approves management recommendations for employment terminations.
- Leads the implementation of company safety and health programs.
- Reviews employee appeals through the company complaint procedure.
- Law and Implementing Rules and Regulation
a. Leads bank's compliance with all existing governmental and labor legal and government reporting requirements including any related to;
Department of Labor, worker compensation, so forth and maintains minimal company exposure to lawsuits. Directs the preparation of information requested or required for compliance with laws. Approves all information submitted. Serves as the primary contact with the company employment law attorney and outside government agencies. Protects the interests of employees and the company in accordance with company Human Resources policies and governmental laws and regulations. - Custodianship Regular holder of the following: - HR Manual and Company issued equipments
- General Authority:
- Signs contracts, certificate of employment, regulatory transactions related to human resources, employee evaluations.
- Review and recommend employee salary structure and human resource policies.
- Checks and reviews manpower report, and incentive report.
- Hiring and Termination of employees
- Recommends employee cases for administrative hearing and address other grievances of employees.
- Monitoring and Reporting:
- Monitors the organization's culture that supports the attainment of the bank's goals and promotes employee satisfaction's culture that supports the attainment of the company's goals and promotes employee satisfaction.
