A. PROFILE

Role Title: Procurement Manager (ICT, BSS , Digital)
Reporting to: Head of Sourcing
Division: Procurement
Department / Section: Finance

B. CONTEXT

PurposeOverall responsible for relationships of Technology suppliers to drive improvements in supplier performance.

Interacts with Technology rollout team and sourcing team to ensure the equipment and services required for the project rollout is efficiently managed.

  • Responsible for the overall validation of variation orders from suppliers
  • Responsible for sourcing activities related to Network & IT.
  • Responsible for suppliers performance evaluation

Context

  • U9 Strategic Sourcing is responsible for coordinating sourcing activities and negotiating best terms with suppliers on major spend categories for U9.
  • The sourcing strategy should be aligned with U9 strategy (growth, financial targets, branding, etc.) and match the needs of U9.
  • To achieve the best possible deals with strategic vendors, whilst aligning with U9 strategic sourcing strategy.
  • Suppliers for U9 should be centrally managed where possible to ensure a clear strategy with one voice is communicated.
  • Performance of the category sourcing activities should be measured and reported to the relevant stakeholders.

C. ROLE ACCOUNTABILITIES

Strategy definition and communication:

  • Supports the technology to ensure that accurate prices are used by the Technology equipment vendors and service suppliers
  • Builds strong collaborative networks and communicates with internal stakeholders and relevant U9 stakeholders to ensure alignment on the category sourcing strategies

Negotiation and contract management:

  • Supports the implementation of contracts with major vendors in Myanmar
  • Manages the contract variations to ensure the project is executed on time and on budget
  • Conducts effective change management with stakeholders post-implementation to realise value from initiatives.
  • End to end contract management

Supplier relationship management (SRM):

  • Conduct vendor performance evaluation.
  • Conduct the development of suppliers' KPIs and scorecard and manages the collection of supplier performance data for regular supplier review.
  • Act as single point of contact for all suppliers related issues and help in resolution

Performance reporting and compliance:

  • Supports the development of measurable sourcing objectives and targets, and produces regular reports

D. KEY PERFORMANCE INDICATORS

  • Strategy: U9 spend covered by category sourcing strategies
  • Tendering: Savings generated by sourcing initiatives
  • SRM: Additional quantifiable benefits generated on spend through strategic supplier relationships (e.g., cost avoidance due to demand management, inventory reductions)
  • Performance: Business compliance on U9 Sourcing Contracts

E. WORKING RELATIONSHIPS & DECISION MAKING

  • Relevant stakeholders Strategic Sourcing team

  • Network & IT suppliers

Decision Making

Supports the Senior Manager Procurement and Head of Sourcing in decision making related to vendor management.

F. EXPERIENCE AND QUALIFICATIONS

Minimum Experience & Essential Knowledge

  • Minimum 5 years relevant vendor & contract management experience, of which 2 years should be managing strategic suppliers.
  • Proven expertise in managing and negotiating with suppliers
  • Fluent in English (both written and verbal)
  • Experience in APAC / Myanmar preferred
  • Written/oral fluency in Myanmar language is useful but not mandatory
  • SAP experience is useful
  • Ability to lead teams and provide guidance to team for development of strategy
  • Ability to lead teams to implement the strategies developed

Minimum Entry Qualifications

  • Minimum bachelor degree qualification, preferably should be in Mobile communication related or business/finance/legal/Engineering/ network discipline
